SUMMARY
OF OCTOBER 24, 2024, PUBLIC MEETING WITH NUCLEAR ENERGY INSTITUTE CONCERNING REVISION 1 TO NEI 20-07, DRAFT REVISION E (EPID L-2023-NFN-0012)
On October 24, 2024, a partially closed public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Nuclear Energy Institute (NEI) at NRC headquarters in Rockville, Maryland. The purpose of the meeting was for the NRC staff and NEI representatives to discuss Revision 1 to Draft Revision E of NEI 20-07, Guidance for Addressing Common Cause Failure in High Safety-Significant Safety-Related Digital I&C Systems. The meeting notice and agenda, dated September 11, 2024, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24255A033. A list of attendees is provided in the enclosure.
Prior to the meeting, NEI provided the NRC with proprietary and non-proprietary copies of Revision 1 to NEI 20-07, Draft Revision E. The non-proprietary copy of Revision 1 is avlaible in ADAMS at Accession no. ML24295A008. During the meeting, the NEI representatives described the changes (e.g., additions, deletions) to NEI 20-07, Draft Revision E. During the open portion of the meeting, the NEI representatives discussed the non-proprietary parts of Revision 1, and during the closed portion of the meeting, they discussed the proprietary parts of the Revision 1.
The NEI representatives described how NEI had augmented the level of detail concerning hazards and consequence analysis in digital systems, digital reliability analysis methodology, and safety case in NEI 20-07. The NRC staff provided verbal feedback on the changes. The NRC staff suggested that NEI consider aligning the control method terminology (e.g., protect, detect, respond, and recover) in NEI 20-07 with well-established regulatory terminology in NEI 20-07 to minimize challenges licenses may have explaining the use of the methodology in licensing actions submitted to the NRC. The NRC staff recommended that NEI consider improving the clarity concerning which parts of the methods described in the document must be implemented and which portions are informational or optional. The NRC staff advised NEI that the methods described in NEI 20-07 could use additional support to build confidence that the methods are suitable for making the case for common cause failure free operation. The NRC staff informed NEI that some of the reports referenced in NEI 20-07 may merit review by the NRC staff when NEI 20-07 is finalized and submitted to the NRC for review.
