OF APRIL 18, 2024, PUBLIC MEETING WITH NUCLEAR ENERGY INSTITUTE CONCERNING NEI 20-07, DRAFT REVISION E (EPID L-2023-NFN-0012)
On April 18, 2024, a partially closed public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Nuclear Energy Institute (NEI) via video conference. The purpose of the meeting was for the NRC staff and NEI representatives to discuss the NRC staffs comments on Draft Revision E of NEI 20-07, Guidance for Addressing Common Cause Failure in High Safety-Significant Safety-Related Digital I&C Systems. The draft document was provided to the NRC by NEI in a letter dated March 14, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24074A463).
The presentation NEI used during the meeting is available in ADAMS at Accession No. ML24114A114. A revised version of the NRC staffs comments on NEI 20-07, Draft Revision E are available in ADAMS at Accession No. ML24107B109. The meeting notice and agenda, dated April 11, 2024, are available in ADAMS at Accession No. ML24108A184. A list of attendees is provided in the enclosure.
During the meeting, the NEI representatives described their understanding of the NRC staffs feedback and provided their response to the NRCs feedback on NEI 20-07, Draft Revision E.
Specifically, NRC staffs comments 1, 9, 12, 13, 19, 21, 23, 26, 29, 30, 32, 34, 41, 42, 43, 44, 45, 53, 49, 55, 56, 64, 69, and 72 were discussed during the meeting. The NRC staff suggested that the terms selected from system theoretic process analysis handbook and the electric power research institute digital engineering guideline, hazards and consequence analysis in digital systems, and digital reliability analysis methodology products be given direct references and definitions. The NRC staff described a need for measurable outputs to validate a performance-based approach as it introduces regulatory uncertainty.
No regulatory decisions were made during the meeting. Public meeting feedback forms were not received.
