SUMMARY
OF APRIL 25, 2024, PUBLIC MEETING WITH NUCLEAR ENERGY INSTITUTE CONCERNING NEI 20-07, DRAFT REVISION E (EPID L-2023-NFN-0012)
On April 25, 2024, a partially closed virtual public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Nuclear Energy Institute (NEI). The purpose of the meeting was for the NRC staff and the NEI representatives to discuss the NRC staffs comments on Draft Revision E of NEI 20-07, Guidance for Addressing Common Cause Failure in High Safety-Significant Safety-Related Digital I&C Systems. The draft document was provided to the NRC by NEI in a letter, dated March 14, 2024. The document is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24074A463. The presentation NEI used during the meeting is available in ADAMS at Accession No. ML24127A050. A revised version of the NRC staffs comments on NEI 20-07 Draft Revision E are available in ADAMS at Accession No. ML24107B109. The meeting notice and agenda, dated April 11, 2024, are available in ADAMS at Accession No. ML24110A110. A list of attendees is provided in the enclosure.
The NEI representatives described their understanding and provided their response to the NRCs feedback on NEI 20-07 Draft Revision E. Specifically, NRC staffs comments 6, 10, 11, 14, 16, 17, 20, 22, 27, 31, 37, 51, 52, 54, 61, 65, 68, 70, and 71 were discussed during the meeting. The NRC staff suggested that a change in language in NEI 20-07 to align with NEIs interest in technology inclusivity. The NRC staff made comments about the difference between SRM-SECY-22-0076 and NEI 20-07.
The NEI representatives stated that NEI would like additional presubmittal meetings to discuss changes made to the draft document prior to its submittal and a tabletop exercise to demonstrate technical approach using Hazards and Consequence Analysis in Digital Systems and Digital Reliability Analysis Methodology.
