SUMMARY
OF JULY 30, 2024, PUBLIC MEETING WITH NUCLEAR ENERGY INSTITUTE CONCERNING NEI 20-07, DRAFT REVISION E (EPID L-2023-NFN-0012)
On July 30, 2024, a partially closed public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Nuclear Energy Institute (NEI) at NRC headquarters in Rockville, Maryland. The purpose of the meeting was for the NRC staff and NEI representatives to discuss changes the NEI made or plans to make to Draft Revision E of NEI 20-07, Guidance for Addressing Common Cause Failure in High Safety-Significant Safety-Related Digital I&C Systems. The meeting notice and agenda, dated July 8, 2024, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24190A061. A list of attendees is provided in the enclosure.
During the meeting, the NEI representatives used a work-in-progress draft (ADAMS Accession No. ML24211A227) that it made changes (e.g., additions, deletions) to NEI 20-07, Draft Revision E to facilitate a discussion with the NRC staff about changes it made or plans to make to NEI 20-07 prior to submitting the document for review in calendar year 2025. During the closed portion of the meeting, the parts of the document that contained information that NEI requested to be withheld from public disclosure were discussed. The NRC staff provided verbal feedback on whether the changes or proposed changes were responsive to feedback that the NRC staff provided on the draft document during public meetings held on March 28, April 18, and April 25, 2024. The NEI representatives stated that NEI would provide the NRC staff a redline and strikeout version of the work-in-progress draft to obtain written feedback. No date was provided on when the redline and strikeout version would be provided to the NRC staff. The NEI representatives and the NRC staff agreed to hold at least three more meetings concerning NEI 20-07, Draft Revision E, prior to the end of October 2024. One of the meetings would be a closed meeting for NEI to use a tabletop exercise to illustrate the application of the methods described in NEI 20-07, Draft Revision E. The other two meetings would continue the discussion about changes or proposed changes to NEI 20-07.
