OF MARCH 28, 2024, PUBLIC MEETING WITH NUCLEAR ENERGY INSTITUTE CONCERNING NEI 20-07, DRAFT REVISION E (EPID L-2023-NFN-0012)
On March 28, 2024, a partially closed public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Nuclear Energy Institute (NEI) at NRC headquarters in Rockville, Maryland. The purpose of the meeting was for the NRC staff and NEI representatives to discuss the NRC staffs comments on Draft Revision E of NEI 20-07, Guidance for Addressing Common Cause Failure in High Safety-Significant Safety-Related Digital I&C Systems. The draft NEI 20-07 was provided to the NRC by NEI in a letter dated July 24, 2023. A copy of the document is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23205A188. The presentation NEI used during the meeting is available in ADAMS at Accession No. ML24103A153. The NRC staffs comments on NEI 20-07, Draft Revision E, are available in ADAMS at Accession No. ML24081A025. The meeting notice and agenda, dated March 18, 2023, are available in ADAMS at Accession No. ML24078A080. A list of attendees is provided in the enclosure.
During the meeting, the NEI representatives described their understanding of the NRC staffs feedback and provided their response to the NRCs feedback on NEI 20-07, Draft Revision E.
Specifically, NRC staffs comments 2, 3, 4, 5, 7, 8,15, 18, 24, 25, 28, 33, 35, 36, 38, 39, 40, 46, 47, 48, 50, 57, 58, 59, 60, 62, 63, 66, and 67 were discussed during the meeting. The NEI representatives spoke more broadly about, Electric Power Research Institute (EPRI) products described in NEI 20-07, the meaning of credible and likely sources, NRC staff discussed defined terms and their direct source in NRC approved standards. NEI has described an interest for NEI 20-07 to have considerations of advanced reactors, a sufficient of the level of detail describing the methods in the draft document, and a level clarity to demonstrate the efficacy of the methods in the draft document.

G. George The NEI representatives stated that NEI 20-07 is intended to be technologically inclusive and applicable to current light water, new light water, and advanced reactors. Through the course of the conversation, the NRC staff focused on the inclusion of reference to EPRIs digital engineering guideline, hazards and consequence analysis in digital systems (HAZCADS), and digital reliability analysis methodology (DRAM). The NRC staff asked the NEI representatives for examples where HAZCADS and DRAM has been used by the nuclear industry. The NRC staff asked if NEI would conduct a tabletop exercise demonstrating the application of the methods in the draft document. The NEI representatives offered to facilitate a meeting with EPRI DRAM experts to demonstrate the use of some of the methods described in NEI 20-07, Draft Revision E. The NEI representatives expressed interest in at least two more meetings to continue the discussion of NRC staff comments on NEI 20-07, Draft Revision E.
No regulatory decisions were made during the meeting. Public Meeting Feedback forms were not received.
