LASALLE COUNTY STATION - SECURITY BASELINE INSPECTION REPORT 05000373/2024403 AND 05000374/2024403; NRC INVESTIGATION REPORT NO. 3-2023-006
Dear David Rhoades,
This letter refers to the Nuclear Regulatory Commission (NRC) investigation completed on October 12, 2023, at the LaSalle County Station. The results of this inspection were discussed with your team on March 21, 2024. The enclosed report presents the results of this inspection and investigation.
The investigation completed by the U.S. Nuclear Regulatory Commission (NRC) Office of Investigations (OI) at LaSalle County Station to determine, whether security officers deliberately violated regulatory requirements and site procedures during the Protected Area search process.
Based on the results of the OI investigation and additional NRC review, the NRC has concluded that no willful violations occurred. However, one finding of very low security significance (Green) is documented in this report. The finding involved a violation of NRC requirements. The NRC is treating this violation as a self-revealing NCV consistent with Section 2.3.2.a of the Enforcement Policy.

The following cross cutting aspect was assigned to a finding using Inspection Manual Chapter 0310 Aspects Within Cross Cutting Areas: [H.12] - Avoid Complacency: Individuals recognize and plan for the possibility of mistakes, latent issues, and inherent risk, even while expecting successful outcomes. Individuals implement appropriate error reduction tools.
