OF THE LICENSE RENEWAL SEVERE ACCIDENT MITIGATION ALTERNATIVES AUDIT (EPID NUMBER: L-2022-LNE-0004) (DOCKET NUMBERS: 50-445 AND 50-446)
Dear Ken Peters:
A review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC or the staff) participated in a severe accident mitigation alternatives (SAMA) audit beginning February 13, 2023, via teleconference, as part of the Comanche Peak Nuclear Power Plant, Units 1 and 2, (CPNPP) license renewal application environmental review. The goal of the audit was to review documentation and gather information to ensure that the environmental requirements for license renewal, as codified in title 10 of the Code of Federal Regulations part 51, were met. A letter dated February 1, 2023 (Agencywide Documents Access and Management System ML23019A219) was sent to you containing an audit plan.
The enclosure to this letter provides a list of representatives from the NRC and Vistra Operations Company LLC (Vistra) who participated in the February 13, 2023, audit. During the audit, participants discussed topics relevant to the SAMA analysis in accordance with the audit questions listed in the February 1, 2023, audit plan.
At the conclusion of the audit, the NRC staff summarized the status of the review with Vistra representatives. All the NRCs questions identified in the audit plan or during the audit were satisfactorily addressed through the conduct of the audit. The staff did not identify any need to request additional information (RAI).
While the NRC staff did not identify any significant issues during this audit, the staff indicated that the review was ongoing and that any additional information necessary to support the review would be formally requested via the RAI process. In addition, Vistra agreed that the electronic reading room portal will be open for the SAMA review until the staff completes the draft Supplemental Environmental Impact Statement for CPNPP.
