Dear Richard W. Boyle:

By letter dated January 25, 2023 (Agencywide Documents Access and Management System

[ADAMS] Accession Number ML23026A141) and supplemented on February 16, 2023 (ML23047A503) and March 6, 2023 (ML23066A260) you submitted an application to the U.S.

Nuclear Regulatory Commission (NRC) for the review of the Certificate of Competent Authority No. J/2009/AF, Revision2, Model No. GP-01. In your application you requested that the NRC provides a recommendation to revalidate the Model No. GP-01 package.

We have completed the acceptance review of your application and determined that it contains sufficient technical information in scope and depth. Therefore, your application has been accepted for detailed technical review. However, the staff did identify items, included as observations as an enclosure to this letter that are potentially to be asked as request for additional information (RAI) at a later date. Responses to these observations are not required for staff to begin a detailed technical review and issues identified in these observations may be resolved during the staffs detailed review.

Your application has been assigned a Cost Activity Code /Enterprise Project Identification Number [A33010/L-2023-DOT-0002]. Please reference this number and Docket Number 71-3098 in any future correspondence associated with this request.

Please note that the NRC staffs technical review of your submittal may identify issues that could require that you provide additional information. Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review by July 2023.

The schedule includes the issuance, if needed, of a RAI by April 2023, and, provided that we receive your responses to the RAI within 30 days after its issuance, we anticipate issuing the revalidation recommendation by July 2023. Please note that these dates could change depending on the findings of our technical review, urgent assignments, or other factors, such as whether your responses to the RAI are or not adequate. We will promptly communicate significant schedule changes, if any.

OBSERVATIONS

OBS-Str-1 Provide the following information:

a. the damping value considered to determine amplitude factor provided in Chapter II-A.4.7 of the safety analysis report (SAR) as well as the basis to choose the damping value.
b. clarify the statement provided in Chapter II-A.4.7 of the SAR that refers to a conservative amplification, when the damping value considered is non-conservative.

Chapter II-A.4.7 of the SAR evaluates the effects of vibration or vibration resonance that may arise under routine condition of transport. In this chapter, it currently states,

As shown in (II)-A Figure 13, at a frequency ratio of 0.67 (=20/29.8), the displacement amplitude factor is about 200% even without conservative consideration of damping. Generally, acceleration of the vibration generated by trailers, etc., during transport is less than 2G, even taking into account the passing over bumps, etc., so the load on the packaging is less than four times the load on the package, even if amplification is conservatively considered to be 200%.

The statement above seems to be contradictory in terms of the conservatism of the damping value.

This information is necessary to ensure compliance with the requirements in Paragraph 613 of the IAEA SSR-6, Regulations for the Safe Transport of Radioactive Material, 2018 Edition.
