REVALIDATION RECOMMENDATION FOR THE JAPANESE COMPETENT AUTHORITY CERTIFICATE OF APPROVAL J/2009/AF, MODEL NO. GP-01 PACKAGE (DOCKET NO. 71-3098)
Dear Mr. Boyle:
By letter dated January 25, 2023 (Agencywide Documents Access and Management System
[ADAMS] Package Accession No. ML23026A123), and as supplemented on February 16, 2023 (ML23047A503), March 6, 2023 (ML23066A005), September 28, 2023 (ML24053A246), July 7, 2023 (ML24134A071), and March 14, 2024 (ML23319A273), the U.S. Department of Transportation requested that the U.S. Nuclear Regulatory Commission (NRC) staff perform a review of the Japanese Competent Authority Certificate of Approval J/2009/AF, Model No. GP-01 transport package, and make a recommendation concerning the revalidation of the package for import and export use against the requirements found in International Atomic Energy Agency Safety Standard Series No. 6, Regulations for the Safe Transport of Radioactive Material, 2018 Edition.
Based upon our review of the statements and representations contained in the application and its supplements, and for the reasons stated in the enclosed safety evaluation report, we recommend revalidation of the Japanese Competent Authority Certificate of Approval J/2009/AF, for the Model No. GP-01 package, with the following additional conditions:
1.
Transport by air of the Model No. GP-01 is not authorized.
2.
When packaging is stored outdoors, appropriate measures should be taken, avoiding the direct exposure to the weather including environments that can initiate corrosion of the packages components.
3.
The U.S. revalidation term is limited to 5 years.
