Title:

Pre-application Meeting for Submittal of a Revision to Boiling Water Reactor Vessel Inspection Program (BWRVIP)-138, Updated Jet Pump Beam Inspection and Evaluation Guidelines Date of Meeting: March 23, 2023, 2:00 pm - 5:00 pm Location: Webinar Type of Meeting: This is a closed, virtual meeting that contains trade secrets and commercial or financial information (proprietary information).

Purpose of the Meeting:

For Electric Power Research Institute (EPRI) representatives to provide the U.S. Nuclear Regulatory Commission (NRC) staff with an introduction to the upcoming submittal of a revision to BWRVIP-138, Updated Jet Pump Beam Inspection and Evaluation Guidelines General Details:

The NRC staff held a closed meeting with EPRI representatives where they provided an introduction to the upcoming submittal of a revision to BWRVIP-138, Updated Jet Pump Beam Inspection and Evaluation Guidelines. The meeting began at 2:00 pm and ended 3:30 pm.

There were eight NRC staff members, five EPRI representatives, and five EPRI industry members. Since this was a closed meeting due to the proprietary nature of the information, no members of the public were in attendance. The meeting began with introductions of the NRC staff, EPRI representatives, and EPRI industry members.

Summary of Meeting:

The EPRI representatives began the presentation by providing an overview of jet pump beams.

The purpose of the jet pump beam holddown assembly is to secure the inlet-mixer to the riser transition piece. During normal operation, the beam bolt is torqued to a specified preload to secure the inlet-mixer. Failure of a jet pump beam during operation can result in the ejection of the inlet-mixer assembly and loss of jet pump operability - safety significant equipment. There are three groups of beams:

Group 1 Beams o Original design o Equalized and aged heat treatment o There are no Group 1 beams still in service Group 2 Beams o First introduced in calendar year (CY) 1982 o High temperature anneal and aged (HTA) heat treatment o Preload in the beam was reduced from 30 kips to 25 kips o Since CY 1994, ultrasonic testing (UT) inspections were performed prior to installation Group 3 Beams o First introduced in CY 2001 o HTA heat treatment o Similar design to Group 2, with enhanced geometry for reduced stress The EPRI representatives continued with a short history of jet pump beam inspection guidance pertaining to the revision of BWRVIP-138.

Inspection intervals for the jet pumps, including jet pump beams, were first published in BWRVIP-41, BWR Jet Pump Assembly Inspection and Flaw Evaluation Guidelines, in CY 1997. Baseline inspections and re-inspection intervals for jet pump beams were based on information available at the time, which was limited.

EPRI prepared BWRVIP-138 in CY 2004 after the Quad Cities Generating Station, Unit 1, jet pump beam failure in CY 2002 to re-evaluate the jet pump beam inspection frequencies. A statistical evaluation was performed to quantify the crack initiation times in beams fabricated using the improved heat treatment for X-750 (HTA).

The EPRI representatives explained that the inspection recommendations have evolved over time based on longer plant operating experience, more laboratory test data, and reduction of conservatism.

The EPRI representatives explained that BWRVIP-138, Revision 2, is tied to the safety evaluation issued for Revision 1, which stated:

Should the results of the planned supplemental crack growth rate testing not confirm the currently assumed X-750 crack growth rates, the BWRVIP is expected to re-evaluate the proposed re-inspection intervals using the new results.

Supplemental crack growth rate (CGR) testing and analysis was performed and published in BWRVIP-291, Revision 1, in CY 2017. EPRI and industry has been considering the results and impacts on various documents, including BWRVIP-138.

In preparing the revision to BWRVIP-138, EPRI reviewed all available plant operating experience for Group 2 and Group 3 jet pump beams. A few cases of intergranular stress corrosion cracking (IGSCC) indications were identified by UT and these cases were further dispositioned (one by destructive examination) as nondestructive evaluation sensitivity, not true flaws. EPRI has reached the following conclusions:

No UT indications have been confirmed visually.

No IGSCC has been confirmed on a Group 2 or Group 3 jet pump beam.

Some degradation has been experienced because of improper beam tension or installation (not related to IGSCC).

The EPRI representatives stated, in summary, that there have been no IGSCC indications in Group 2 or Group 3 jet pump beams that have been identified with UT and confirmed visually for a properly designed and installed beam.

The EPRI representatives summarized the proposed revisions to BWRVIP-138:

Update stress corrosion cracking (SCC) initiation life (design life) using newer initiation test data Update crack growth calculations in appendices using new CGR curves from BWRVIP-291, Revision 1, Microstructure, SCC, and J-R Fracture Resistance of Alloy X-750 and XM-19 Update inspection requirements (design life and re-inspection)

Provide up-to-date operating experience The EPRI representatives stated that they are scheduled to publish BWRVIP-138, Revision 2, in July 2023, and to submit to the NRC in August 2023, with a fee exemption request.

Since this was a closed meeting due to the proprietary nature of the information, no members of the public were in attendance.

The NRC staff will prepare and issue a meeting summary.
