Summary of phone call with Holtec International (Holtec) on February 22, 2023, regarding the Shielding Topical Report:

  • The NRC staff sought follow-up discussion/clarification on Holtecs response to request for additional information (RAI), specifically RAI 5: This RAI requested information on stainless steel replacement rods. Additional instruction on how they must be considered in the analysis was added to the topical. Appendix E and F should be updated as they were not updated to reflect this change. The topical report currently states: Damaged or reconstituted fuel is allowed however the method for modeling this fuel is not part of the topical.

Holtecs response:

Holtec intends for this information to be included in Appendix E and Appendix F. Holtec will update the Topical Report (TR). Also, Holtec is re-reviewing their response to RAI 11i.

Therefore, Holtec will inform NRC (no date provided during this call) when the revised TR will be submitted. The NRC will then revise its schedule to complete their review after the revised TR is submitted.

  • In addition, NRC asked staff why the following section (not related to any previous RAI) was added to the Topical Report:

B.5 Accident Conditions For the conclusions from the calculations for accident condition, there are the following two options, and it should be clearly identified which of these apply:

If the calculations under accident conditions with the representative content show that the requirements of 10 CFR 72.106 are met, then no further site specific accident calculations are needed, and that should be stated.

If the calculations under accident conditions with the representative content show that the requirements of 10 CFR 72.106 are not met, then further site specific accident calculations are required, and that should be stated.

Holtecs response: Holtec was intending to expand upon the language in C.4.

Discussion: The NRC staff is still evaluating this newly added section (i.e., B.5) to the TR.

Holtec is also reconsidering the existing language submitted in Section B.5. NRC will complete its review of Section B.5 after Holtec submits the revised TR. A future clarification call may or may not be requested by NRC staff or Holtec.
