Summary of phone call with Holtec International (Holtec) on April 5, 2023, regarding the Shielding Topical Report:

1) Proposed Revision 4 to the topical report (TR) - Holtec indicates Rev. 4 of the TR includes the changes discussed on the previous call (2/22/2023) related to stainless steel (SS) rods and also includes proposed language on the 72.106 discussion introduced by Holtec in section B.5.

Proposed Rev. 4 of TR has changes identified with both margin bars and red text/strikeout.

During todays call NRC staff is also requesting clarification of modified language in Section 2.6 (pg 8) other methods and B.5/C.6.

Language to be changed from Rev. 3 to Rev. 4 of TR:

B.5 Accident Conditions For the conclusions from the calculations for accident condition, there are the following two options, and a general license should identify which of these apply when performing an evaluation under 10 CFR 72.212 that establishes that the cask conforms to the terms, conditions, and specifications of a CoC or an amendment:

  • If the 10 CFR 72.212 site specific evaluation shows that the site is enveloped by the site assumptions and/or limitations used in the calculations with the representative content and the evaluation still show that the requirements of 10 CFR 72.106 are met, then no further site specific accident calculations are needed.
  • If the 10 CFR 72.212 site specific evaluation shows that the site is not enveloped by the site assumptions and/or limitations used in the calculations with the representative content, then further site specific accident calculations are required that demonstrate 10 CFR 72.106 is met.

These calculations shall be evaluated under 10 CFR 72.48.

- Note that C.6 to be updated consistent with B.5 changes.

- Section 2.6 other methods will need to be defined and/or examples provided.

2) Holtec provided a summary (see Description of changes from R2 to R3) of the changes made between Rev. 2 and Rev. 3. Holtec provided this information to facilitate staffs review and understanding of changes that Holtec made in going to the Rev 3 version of the TR.

- NRC staff has no additional clarification questions (beyond items discussed in #1 above) regarding additional changes/edits that Holtec made to the Rev. 3 version of TR that were not associated with the staffs RAI.

Outcome of this call: Holtec has indicated that submittal of Rev. 4 of the topical report to address clarifications discussed between Holtec and NRC staff during calls held on 2/22/2023 and 4/5/2023 will be officially submitted to the docket. Date TBD.
