SUMMARY

OF SEPTEMBER 12, 2018, LICENSING MEETING WITH HOLTEC INTERNATIONAL TO DISCUSS TECHNICAL TOPICS RELATED TO TWO AMENDMENT APPLICATIONS On September 12, 2018, staff from the Division of Spent Fuel Management held a public licensing meeting with representatives from Holtec International (Holtec) at the U.S. Nuclear Regulatory Commission (NRC) Headquarters in Rockville, MD. The meeting was noticed1 on August 28, 2018. The purpose of the meeting was to discuss technical topics related to two amendment applications. Specially, NRC staff (the staff) and Holtec representatives discussed helium leak tests related to Certificate of Compliance (CoC) No. 1032 for HI-STORM Flood/Wind Multi-Purpose Canister Storage System (HI-STORM FW), Amendment No. 5; and CoC No. 1014 for HI-STORM 100 Multi-Purpose Canister Storage System (HI-STORM 100),

Amendment No. 13. No regulatory decisions were made nor requested at this meeting. The attendance list is included as Enclosure 1.

HI-STORM FW, Amendment No. 5 (CoC No. 1032)

By letter dated January 6, 2017, Holtec submitted a request2 to amend CoC No. 1032 for the HI-STORM Flood/Wind Multi-Purpose Canister Storage System. The NRC accepted the application for technical review3. On April 16, 2018, Holtec requested4 that NRC temporarily suspend the review. On June 15, 2018, Holtec resubmitted5 the application. Among the proposed changes was a request to remove Helium leak rate tests. The staff reviewed Holtecs CONTACT: Nishka Devaser, NMSS/DSFM 301-415-5196 1

A. Rivera Varona resubmitted application and identified several issues with respect to Holtecs alternative for removing the leak rate tests. The issues are summarized in the meeting handout (Enclosure 2)6. Holtec intends to withdraw the subject change from the amendment.

HI-STORM 100, Amendment No. 13 (CoC No. 1014)

By letter dated July 18, 2018, Holtec submitted a request7 to amend CoC No. 1014 for the HI-STORM 100 Multi-Purpose Canister Storage System. The proposed changes include allowance for canisters currently loaded under earlier amendments 2 through 7, which had different helium leak test requirements. The staff discussed issues in Holtecs confinement analysis as summarized in the meeting handouts (Enclosures 3 and 4)8. The staff is currently preparing a request for supplemental information.

Public Comments Various comments and questions were asked by the members of the public on the phone.

Several of the questions asked were out of scope of the meeting.

The meeting handout on Amendment 13 (Enclosure 3) states, The applicant stated in the amendmentthat monitoring of the radiation levels at ISFSIs demonstrates that there is no significant radioactive release from the currently deployed canisters, were each documented in previous letters to the NRC. A member asked whether the referenced letters are publicly available and asked about the magnitude of the referenced radioactive releases. The NRC stated that the letters are publicly available and are listed in the meeting handout provided by Holtec (Enclosure 4), on slide 6. The radioactive releases were not specifically stated in the letters; however, the letters stated that the requirements of 10 CFR 72.104 have been met.

A member asked about the manufacturing timeframe for the canisters that were potentially not leak tested. NRC staff stated that these activities took place in the 2010 timeframe.

Enforcement actions took place and some details of those actions can be found in the letters listed in Enclosure 4 (slide 6). NRC staff also suggested looking into the cask registration letters that are sent to the agency as each cask is put into service.

A member asked what impact the subject amendments would have on the interim storage facilities. NRC staff stated that these changes have no impact on the two applications under review (Holtec and WCS) as neither of the facilities reference these amendments. This does not preclude the possibility of future licensing actions where these changes could become relevant, but there would be a separate licensing review and hearing opportunity should that occur.

A member asked about how the subject canisters will be used. NRC staff stated that these canisters are currently licensed as above ground systems with a storage overpack.

A member stated concern about the quality assurance of the canisters and encouraged NRC staff to thoroughly review both amendment applications.

A. Rivera Varona Conclusions At the conclusion of the meeting, Holtec representatives understood the staffs positions and concerns on both amendment applications. The staff will await the withdrawal letter and suspend its review of the HI-STORM FW, Amendment No. 5. The staff will continue preparing its request for supplemental information for HI-STORM 100, Amendment No. 13.
