Notification of NIST Award 60NANB23D160 NEPA CATEX To whom it may concern, The University of Missouri was awarded a National Institute of Science and Technology

{NIST) Financial Assistance Award {Reference Award Number 60NANB23D160) to support the initial project planning and design efforts for the NextGen MURR initiative. The NextGen MURR initiative is focused on pursuit of a new research reactor at the University of Missouri to support state-of-the-art research and radioisotope production, building upon the operational experience of the University of Missouri Research Reactor {MURR).

As part of the NIST award, a National Environmental Policy Action {NEPA) Categorical Exclusion {CATEX) was issued. The grant requires that we notify the NRC of the scope of the NIST award and the associated CATEX issuance by NIST. This letter fulfills that requirement, and includes a copy of the NIST Award and CATEX as attachments.

The NIST Federal Program Officer is copied on this communication as stipulated in the NIST award requirements and will schedule a meeting with the NRC and the NIST Federal Program Officer to facilitate sharing of project information.

NEW - Environmental and Historic Review:

The current scope of this award supports project planning efforts only, with no construction or other ground-breaking activities, and with no impact on the environment or historic resources. NIST therefore issued a NEPA Categorical Exclusion (CATEX) on April 22, 2024.

The Nuclear Regulatory Commission (NRC) is reviewing the design for a reactor permit that is associated with the NIST-funded planning activities pursuant to this award. To

ensure compliance with NIST environmental and historic review requirements, the Recipient must complete the following actions:

a) Within 60 calendar days of the date of this amendment, convey the scope of the NIST award and the CATEX issued by NIST to the NRC. The NIST Federal Program Officer must be copied on all communication relating to this matter; b) Within six-months of notifying the NRC of the CATEX, schedule a meeting with the NIST Federal Program Officer and the NRC to facilitate the sharing of project information; and c) Upon direction by the NIST Federal Program Officer, schedule a recurring meeting with NIST to ensure the NRC permit application process and NIST project is on schedule and information made available to NIST remains current. At a minimum, the scheduled meetings must be every six months.
