Catawba Units 1 and 2 16.13-4-3 Revision ~

Minimum Station Staffing Requirements 16.13-4 BASES The requirements of this SLC consolidate Catawba station staffing requirements into one document. This SLC includes tho unit staff requirements of tho Catmvba Fao11ity Operating Licenses, Technical Speoifioation (TS) 6.2.2, 10 CFR 50.54(m), applicable Operations Management Prooedurec (OMPs), Administrative Direotivo (AD) AD TQ ALL 0086, "Fire Brigade Training," tho Gata1Nba Fire Protection Program, tho Catawba Emorgenoy Plan, and SLC 16.13 1, "Fire Bngado." Tho total requirement for oaoh position was obtained by summing tho various individual requirements for that position. The bases for the numbers in the first column of Table 16.13-4-1 are as follows:

1 GSM (active SRO) - Required by 10 CFR. 50.54(m)(2}(ii) and the Fleet Common Emergency Planimplemented via OMP.

1 S+A-STA - Required by TS 5.2.2g and implemented via OMP and tho Fleet Common Emergency Pan. The STA is assigned collateral ERO functions of Shift Classification Advisor, Shift Dose Assessor and Core/Thermal Hydraulics Engineer. Noto that old TS (pro Improved TS) Table 6.2 1, whioh implemented tho requirements of NUREG 0737. "Clarification of TMI /\ction Plan Requirements," did not require an STA on shift when both units 'Nore in MODE 6, 6, or defueled. Table 16.13 4 1 is more restricti¥o in that it requires an ST/\ on shift at all times.

2 SROs (active SRO) - Required by 10 CFR 50.54(m)(2)(i). Per TS 5.2.2b and 10 CFR 50.54(m}(2)(iii), at least 1 SRO must be in the control room.

3 ROs - Required by 10 CFR 50.54(m)(2)(i).

1 Shift Communicator - Required by the Fleet Common Emergency Plan.

This position is designated to perform off-site communications during the first 75 minutes following Emergency Class Declaration with no collateral duties.

Any off-site communicator qualified individual may be credited towards fulfilling the ERO requirement.

Fire Brigade Loader - Required by SLC 16.13-1, "Fire Brigade."the Gata1Nba Facility Operating Licensee and Fire Proteotion Program and implemented via AD and OMP. Tho individual fulfilling this position shall be a SRO, RO, or other designated personnel (NhGAO) who is qualified to be a fire brigade leader. This individual functions as the fire brigade leader and is not available for other activities when directing the fire brigade. No regulations explicitly specify that the fire brigade leader be a SRO or RO. However, the fire brigade leader shall have sufficient training in or knowledge of plant safety related systems to understand the effects of a fire and fire suppression systems on safe shutdown capability.

Catawba Units 1 and 2 16.13-4-4 Revision ~

Minimum Station Staffing Requirements 16.13-4 4 Fire Brigade Members - Required by SLC 16.13-1, "Fire Brigade" 1 Chemistry Technician (ERO) Required by NEI 12-01 Phase 2 Extended Loss of AC Power (ELAP) ERO Staffing Analysis Report.Sootion B, Tabla B 1a of tho Emorgonoy Plan. Any technician who is qualified may be credited towards fulfilling the ERO requirement.

BASES (oontinued) 2 Radiation Protection Qualified Individuals (ERO) - Required by Section B, Table B-1a of the Emergency Plan. 1 Radiation Protection Technician is required by TS 5.2.2d and may be counted towards fulfilling the ERO requirement. Any RP Qualified Individual may be credited towards fulfilling the ERO requirement. In the event of a fire, the RP -Qualified Individual will respond to the fire for radiological monitoring purposes until directed otherwise.

1 Dose Assessment Qualified Individual (ERO) Required by Sootion B, Table B 1a of tho Emorgonoy Plan. This position is designated to perform Off Sito Dose Assessment during tho first 76 minutes following Emergonoy Class Deolaration with no oollatoral duties. Any Dose Assessment Qualified Individual may be oroditod to1.-.1ards fulfilling tho ERO requirement.

Section B, Table 8 1a of tho Emergency Plan. Any technician 'Nho is fire brigade qualified may be credited towards fulfilling tho ERO requirement and tho fire brigade requirement. In the event of a fire, tho technician will respond to tho fire until direotod othorv,1iso.

2 MERT (ERO) Required by AD-SY-ALL-0280, Medical Emergency Response Team (MERT) and Technical Rescue Programs.Section B, Table B 1a of tho Emergonoy Plan. Any toohnioian who is qualified may be credited towards fulfilling tho ERO requirement. In tho 0'1ent of a fire, tho technician will respond to tho fire for soourity purposes until dirootod othon'i'iso.

Catawba Units 1 and 2 16.13-4-5 Revision ~

Minimum Station Staffing Requirements 16.13-4 Minimum station staffing totals for the SRO and RO positions in Table 16.13-4-1 are a function of the number of units in MODES 1-4. The totals for the remaining positions in Table 16.13-4-1 are not a function of the operational MODES of the units. -

10 CFR 50.54(m)(2)(i) requires 2 active SROs when both units are in MODES 1-4, 2 active SROs when one unit is in MODES 1-4, and 1 active SRO when no units are in MODES 1-4.

10 CFR 50.54(m)(2)(i) requires 3 ROs when both units are in MODES 1-4, 3 ROs when one unit is in MODES 1-4, and 2 ROs when no units are in MODES 1-4.

BASES (continued)

The primary purpose of the Fire Protection Program is to minimize both the probability and consequence of postulated fires. Despite designed active and passive fire protection systems installed throughout the plant, a property trained and equipped fire brigade organization of at least 5 members is required to provide immediate response to fires that may occur at the site.

The fire brigade requirement is mot by using personnel from Operations and SPOC. 3 personnel from Operations are required (inoluding the fire brigade loader) and the other 2 personnel are from SPOC.

The 2-hour REMEDIAL ACTION for restoring minimum station staffing levels is consistent with TS 5.2.2c and 5.2.2d, which allow 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> to accommodate unexpected absence of on-duty shift crew members provided immediate action is taken to restore the shift crew composition to within the minimum requirements.
