OF JULY 13, 2021, CLOSED MEETING TO DISCUSS THE ENVIRONMENTAL REPORT FOR A PROPOSED URANIUM METAL PROCESS AT NUCLEAR FUEL SERVICES On July 13, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with Nuclear Fuel Services, Inc. (NFS) to discuss the environmental report for a proposed uranium metal process.
The purpose of the meeting was to have pre-application discussions regarding the content of an environmental report which will be submitted with an application to authorize uranium metal processing. NFS stated that it expects to submit the application in the fourth quarter of calendar year 2021. NFS asked about the guidance for environmental reports to include a cost-benefit analysis. It is unclear what NRC expects because the 2009 environmental report supporting license renewal did not include a cost-benefit analysis. NRC staff stated that the cost-benefit analysis is needed when an environmental impact statement is prepared. However, the NRC staff will be preparing an environmental assessment (EA), and a cost-benefit analysis is not needed for an EA.
NFS discussed its evaluation of new accident scenarios involving the release of hazardous chemicals. NRC staff asked about new monitoring systems. NFS said there will be monitoring systems in the building areas and ventilation scrubbers in the new utility building. When asked about offsite monitoring, NFS stated that it will meet with local officials to discuss the proposed project and potential changes to the emergency plan. The use of emergency action levels in the emergency plan was discussed also.
NFS stated that the environmental report will supplement the 2009 report. It will address changes associated with the proposed uranium metal process. In addition, it will provide updates to information contained in the 2009 report.
