Hello Ms. Phillips:
The U.S. Nuclear Regulatory Commission (NRC) staff is nearing completion of its review of the license renewal application (LRA) for the University of Massachusetts Lowell (UML)
Research Reactor (UMLRR), located on the UML campus, in Lowell, Massachusetts. If approved, the renewed license would authorize the continued operation of the UMLRR for an additional 20 years. As part of its LRA review, the NRC staff will issue an Environmental Assessment (EA). The purpose of an EA is to identify whether there are any significant impacts from a proposed action. The development of the EA includes an opportunity for a review of the draft EA by the facilitys state.
We have prepared a draft EA for state review, and I wanted to confirm that you are the correct State Liaison Officer contact for review of this EA.
If so, wed like to provide the document for review via our secure NRC Box system. Since the draft EA is pre-decisional, we request that you please do not release it to the public; a public version of the EA will be noticed in the Federal Register prior to the issuance of the renewed license. Following receipt of the draft, I would request that you please contact me with concerns or questions, if any, which we will attempt to resolve in order to obtain your acknowledgement that our proposed action is acceptable. Your email response would be referenced in the final EA, and a copy of your response would be made publicly available in the NRCs Agencywide Documents Access and Management System, in accordance with NRC policy.
