Indian Point Unit No. 3 - [Updated Review Hour Estimate for Proposed License Amendment to Revise the Licensing Basis to Incorporate the Installation and Use of a New Auxiliary Lifting Device (EPID L-2020-LLA-0051)

Date: Friday, April 02, 2021 11:05:47 AM

Mahvash, As we discussed today, the NRC staffs review hours for the subject license amendment review will exceed 625 hours0.00723 days
0.174 hours
0.00103 weeks
2.378125e-4 months
in the next accounting period. The increased number of review hours expended was largely due to the additional review time necessary to evaluate the second round of requests for additional information. As indicated in the acceptance review determination message (below), I am providing this notification since the forecasted review estimate will be exceeded by more than 25%. The new forecasted estimate will be 680 hours0.00787 days
0.189 hours
0.00112 weeks
2.5874e-4 months
.

This message and updated review estimate will be added to ADAMS as an official agency record. Please contact me if you have any questions on this matter.

Indian Point Unit No. 3 - Acceptance Review Determination for Proposed License Amendment to Revise the Licensing Basis to Incorporate the Installation and Use of a New Auxiliary Lifting Device (EPID L-2020-LLA-0051)

Ms. Mirzai, By letter dated March 24, 2020 (ADAMS Accession No. ML20084U773), Entergy Nuclear Operations, Inc. (the licensee) submitted an application for an amendment to Renewed Facility Operating License DPR-64 for Indian Point Nuclear Generating Unit No. 3 (IP3). Specifically, the proposed amendment would incorporate, into the IP3 Licensing Basis, the installation and use of a new single failure proof auxiliary lifting device (i.e., the Holtec International HI-LIFT) to handle a dry cask storage transfer cask in the IP3 Fuel Storage Building. The change to the IP3 licensing basis would be documented via revision to the IP3 Updated Final Safety Analysis Report.

The purpose of this e-mail is to provide the results of the Nuclear Regulatory Commission (NRC) staffs acceptance review of this application. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.

Based on the information provided in your submittal, the NRC staff has estimated that this licensing request will take approximately 500 hours0.00579 days
0.139 hours
8.267196e-4 weeks
1.9025e-4 months
to complete. The NRC staff expects to complete this review by April 2021. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date (greater than a month) or significant changes in the forecasted hours (greater than 25%), the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. These estimates are based on the NRC staffs initial review of the application and they could change, due to several factors including requests for additional information, and unanticipated addition of scope to the review. Additional delay may occur if the submittal is provided to the NRC in advance or in parallel with industry program initiatives or pilot applications.

Please contact me if you have any questions. A copy of this email will be made publicly available in ADAMS.
