Dear NRC Secretary,
Hearing Docket Officials, and Rulemakings and Adjudications Staff, I live in the Thumb of Michigan close to Lake Huron, which is considered one lake with Lake Michigan. Both the Palisades atomic reactor with historic contamination and wastes on and near its site, as well as the contamination and risks at the Big Rock Point reactor site pose a very real, long-term danger to the irreplaceable waters of the Great Lakes (21% of the Earth's surface fresh water, and 84% of North America's) and to citizens and communities who live downstream and downwind. Both Big Rock Point and Palisades are located on Michigan's western shoreline of Lake Michigan. I oppose the transfer of licenses and ownership, from current owner Entergy Nuclear to proposed new owner Holtec International, for the Palisades and Big Rock Point sites.
I am requesting the U.S. Nuclear Regulatory Commission extend this unacceptably short comment period for such an important issue for the long-term safety and economics of both the people of Michigan and the Great Lakes regarding the proposed sale of Palisades to Holtec, for at least 60 to 90 days because of the still-remaining emergency situation with Covid-19. Our communities are struggling to survive. Our local communities are focused on public health and welfare, due to the serious, unrelenting health and economic emergencies resulting from Covid-19, that are without precedence in our country and continue to disrupt the normal functioning of society. Many schools, churches, restaurants, libraries, stores and public facilities upon which people depend, are still closed and many people are still without work or a normal paycheck, due to businesses being closed. There are still shortages of food and commodities in many places and public transportation is limited or often unavailable.
Furthermore, many families are separated and many individuals face extreme isolation, due to circumstances related to Covid-19. Many parents of school-age children are faced now with time-consuming, educational responsibilities for their children, that they never had before. If those parents have work, they must also now find a secure place to leave younger school-age children during the day. Significantly, many U.S. residents are dealing with serious illness or have lost family and friends due to the virus. Our communities are struggling to simply survive.
Because of the Covid-19 emergency, most Michigan citizens, even those living in
communities nearby these two nuclear facilities, have absolutely no awareness of this proposal, which could and will impact some, maybe many Michigan communities for a very long time economically as well as impacting the safety of groundwater, Lake Michigan's waters, the health of workers working during decommissioning, (which is a dangerous job at times), the health of communities where wastes are taken or processed, or those left living nearby the site, once the site is abandoned.
Our communities need adequate time which simply cannot be accomplished with so little time to digest all of this information, due to civil health and economic priorities, resulting from Covid-19.
There also were nearly 1,000 documents on Palisades and Big Rock Point entered into the NRC online library since January of this year, many of which may be important to this proceeding. 30 days is not enough time for Michigan's citizens to process these documents, when they have other critical matters to attend to with the economic and health emergencies resulting from Covid-19.
Please have the decency to extend the comment period for 60-90 days. Thank you.
