Dear Secretary Vietti-Cook,

On behalf of the Michigan Chamber of Commerce, I am writing to support the License Transfer Application that has been submitted to the U.S. Nuclear Regulatory Commission by Entergy and Holtec International for the Palisades Nuclear Plant and the decommissioned Big Rock Point Plant following the permanent shutdown of Palisades in 2022.

The closure of Palisades will have a significant impact upon the plant region, which has benefitted from its safe operation for half a century. Under the new ownership of Holtec, the Covert community and our state would reap the benefits of a safe and timely decommissioning of Palisades.

Holtec is committed to restoring the site to strict federal standards in one-third of the time that may be required by the plants current owner-operator. Holtec has a well-earned reputation for technical expertise in the nuclear industry, something which they and their partners bring to Palisades. Their innovative multi-plant approach to decommissioning further allows them to do the work in a more cost-effective (and thus a timelier) manner while working under vigilant NRC oversight.

Our economy also benefits from the continued site activity throughout the shortened 19-year decommissioning process compared to the stagnation that comes from the alternative 60-year timeline. A fully restored site means tremendous potential for site redevelopment within the lifetime of current residents.

Again, I strongly urge the NRC to approve the Palisades LTA submitted by Entergy and Holtec as the best, most feasible decommissioning option for our state.
