Dear Nuclear Regulatory Commission,

You ask for public comment until March 8, 2021, re Docket ID NRC-2021-0036.

I live downwind from Palisades Nuclear power plant. Depending on the wind, if we have a 20-mph wind from the west the day all hell breaks out at this high-level radioactive site near South Haven, Michigan, I have about an hour or so to run for my life. Now you consider how to close Palisades?

Of course Palisades should shut for good, by May 31, 2022 at the latest. It never should have been constructed and operated in the first place. For health, environment, safety, and security's sake, it should have been shut not years, but decades ago. So I welcome the fact that after May 31, 2022, a reactor core meltdown can no longer happen at Palisades. I also celebrate the fact that no more high-level radioactive waste will be generated.

I understand you are seeking public comment regarding your authority to allow a sale of this site to two concerns, Holtec and SNC-Lavalin, who will de-commission the site, a many years project. I am very very very concerned about this, and ask who can the public trust to monitor Holtec and SNC-Lavalin companies work? Sadly, you, the NRC, hasnt been a sharp eye to protect my interests at Palisades over so many years of disturbing failures there, from its inception, in truth. Very unfortunately, NRC considers duct tape the best way to repair structural failures that include high-level radioactive components. And alarming, Holtec and SNC-Lavalin are being given opportunity to make many millions in profit for their contract for this project.

Who will be looking over their shoulders?

I ask NRC to assure the public that there will be an oversite team, some of which will be authorities with deep background with the values of environmental awareness I value, to be the authority to keep the de-commissioning plan up to 21st century standards. I honor and value the serious work of Beyond Nuclear, Don't Waste Michigan, and Michigan Safe Energy Future. These organizations have depth of subject and understanding of the ground work that will ensure my safety.

As deeply concerning this time of covd is, if I am forced to run for my life with one wrong move as the de-commissioning work goes on for years, covd will seem like an annoying bird. We know there are casks of high-level radioactive waste stored at the Palisades site, I dont want that danger coming in my window.

I suggest you look at a new documentary by David Attenborough, A Life On Our Planet and understand why he starts the narrative at Chernobyl. Do you understand why we lose sleep over Palisades? Do you?
