Time Extension Request for LAR on Technical Specifications Surveillance Frequency Update for Improved Compliance under 10 CFR 50.36(c)(3) for the MIT Research Reactor, Facility Operating License No. R-37 On 18 June 2020, Massachusetts Institute of Technology (MIT) submitted a License Amendment Request (LAR) "Technical Specifications Surveillance Frequency Definition Update for Improved Compliance under 10 CFR 50.36(c)(3) for the MIT Research Reactor, Facility Operating License No. R-37". NRC performed an acceptance review, and per their response dated 9 July 2020, indicated that supplemental information was needed. The agreed-upon date for the supplement was 28 August 2020.

MIT hereby requests a time extension for supplemental information submittal to 31 January 2021. This is based on additional time needed for preparation by the MIT Reactor staff and for review and approval by the MIT Reactor Safeguards Committee, which is limited by the ongoing COVID-19 public health emergency (PHE) to meeting by virtual means only.

This limitation is enforced across all of MIT, and is likely to last at least into early Spring 2021.

Beginning on 15 June, MIT administered a limited reopening of its campus, with research labs at only 25% staffing. As of early September, research staffing level has been ramped up only to 50%, and there is no plan for the further increases originally expected.
