Dear Mr. Miller:

This refers to your Portsmouth Gaseous Diffusion Plant certificate amendment request dated May 6,1997, concerning deletion of seal exhaust pump oil overflows.

Our review of your request, based on independent confirmatory analyses, has identified two additional United States' Enrichment Corporation commitments that are needed before ]

' final action can be taken. These commitments involve (1) controlling the volumes of the seal exhaust pumps (including the Wet Air Evacuation pumps used as backup) to values which are less than or equal to those given in GDP-98-0027, and (2) updating the supporting NCSAs/NCSEs to reflect the limiting pump volumes prior to operation under this modification. Please reference the above TAC No. in future correspondence related to this  !
