Dear Dr. Paperiello:

By letter dated May 6,1997 (Reference 1), USEC submitted a certificate amendment request to delete Technical Safety Requirement (TSR) 2.2.4.1, Seal Exhaust Pump Overflows (TAC No.

L32031). The purpose of this letter is to withdraw the subject certificate amendment request.

USEC had proposed to delete TSR 2.2.4.1 based upon supporting updated analyses which demonstrated that the overflows were not required. Two Requests for Additional Information (References 2 and 3) were issued and numerous conference calls were held between USEC and the NRC staff to address NRC's questions related to the subject certificate amendment request and to the associated USEC supporting analyses. In a February 12,1999 meeting between USEC and the NRC, the NRC staff presented to USEC technical issues related to USEC's supporting analyses which prevented approval of the subject amendment request. These technical issues remain unresolved. Due to the nature of these unresolved technical issues, USEC has determined that an alternate approach to support deletion of TSR 2.2.4.1 may be warranted. Therefore, USEC is withdrawing the subject certificate amendment request.
