b GULF STATES UTILITIES COMPANY RIVER BEND STATION, UNIT 1 DOCKET N0. 50-458 REQUEST FOR ADDITIONAL INFORMATION FIRST 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN

1. Scope / Status of Review The River Bend Station, Unit 1, First 10-Year Interval Inservice Inspection (ISI) Program Plan, Revision 2, was previously evaluated in the Nuclear Regulatory Commission's (NRC) Safety Evaluation (SE) forwarded by letter dated October 20, 1987, and the Idaho National Engineering Laboratory Technical Evaluation Report, EGG-SD-7669, and was determined to be acceptable for imple-mentation during the first inspection interval. This SE also granted, conditionally granted, or denied the request for relief from the ASME Code Section XI require-ments which licensee had determined to be impractical for the first 10-year inspection interval. By letter dated August 1, 1988, the NRC forwarded a supplemental SE that granted relief for the examination of Category B-A welds in the reactor pressure vessel. The October 20, 1987 SE did not grant relief of the examination of these welds.

The licensee subsequently submitted the River Bend Station, Unit 1, First 10-Year Interval ISI Program Plan, Revision 3, on September 2,1988. The staff has reviewed the available information in Revision 3 of the ISI Program Plan and noted changes resulting in fewer ISI examinations being performed, unapproved code cases being referenced, and relief request being expanded without technical justifications.

2. Additional Information/ Clarification Required Based on the above review, the staff has concluded that the following information and/or clarification is required in order to complete the review of Revision 3 of the ISI Program Plan:

A. In Revision 3 of the ISI Program Plan, the number of surface examinations of Class 2 piping welds (Item Numbers C5.11 and C5.31) in the Emergency CoreCoolingsystems(ResidualHeatRemoval(RHR),HighPressureCore Spray (CSH), and Low Pressure Core Spray (CSL)] has been reduced from approximately 462 to 368 welds with no discussion or explanation. Discuss why the sampling of Class 2 piping welds has been significantly reduced after approval of the previous revision of the ISI Program Plan.

B. ASME Code Cases N-62-2, N-119-4, N-322, and N-334 are not referenced in Regulatory Guide 1.147 as NRC-approved code cases. Therefore, these code cases, as referenced in Section 3.0 of the ISI Progrcm Plan, should not be used without specific NRC approval. NRC Regulatory Guide 1.147, Paragraph C.4, states " Code Cases that are not on the approved list of l this guide (paragraph C.1) or other regulatory guides, or for which authorization by the Commission has not been granted, are not acceptable on a generic basis." The staff notes that the licensee responded to the NRC's January 21, 1987 request for additional information by deleting references to Code Cases N-322 and N-334 from the " preliminary Revision 2" of the ISI Program Plan. Code Cases N-62-2 and N-119-4 were then

S- referenced in the licensee's February 27, 1987 submittal of Revision 2 of the ISI Program Plan and all four of the subject code cases are referenced in Revision 3 of the ISI Program Plan. Provide references or documentation demonstrating that the Commission has granted specific approval for.the use of the subject code cases at River Bend Station, Unit 1.

C. Request for Relief RR0005: This request for relief was previously granted in the October 20, 1987 SE. In the original relief request, a significant percentage (70%) of the Code-required examination could be performed. In Revision 3, the Code-required examination coverage was reduced from 70 to 0% for four integrally welded attachments with no discussion or explanation.

Provide technical justifications as to why the examination coverage was reduced after relief was in the October 20, 1987 SE and revise the relief request accordingly.
