1 LLWM 9/24/87 ITEMS FOR EDO STAFF MEETING Meeting of U.S. and Mexican Officials on Location of a Low-Level Waste Site in Texas On September 21, 1987, John Greeves participated in the above meeting with Mr. Edward Parsons (US State Department), Dr. Allan Davis (EPA), Mr. Narendra Gunaji, Mr. Roberto Ibarra and Mr. George Baumli (International Boundary and Water Commission; U.S. Section), Mr. Lawrence Jacovi, Mr. Ruben Alvarado, an( Mr. Thomas Blackburn (Texas Low-level Radioactive Waste Disposal Authority),

Mr. .:dgar Bailey (Texas Health Department), Mr. Charles Kreitter (University of Texas), and Mr. Roy Simpkins and Mr. James Dudley (U.S. Embassy).

Participants from the Mexican government included representatives from the Secretary of Interior Relations, Secretary of Energy, Secretary of Hydraulic Resources and Secretary of Urban Ecology.

The objective of the meeting was to provide background material on regulation and development of LLW disposal sites in the U.S. (with specific reference to the state of Texas' proposed sites rear the Mexican border). Specifically, Mr. Greeves provided an overview of 10 CFR Part 61 regulations on disposal of low-level radioactive waste and he provided an overview of the Low-Level Radioactive Waste Policy Amendments Act of 1985. The Texas Low-Level Waste Disposal Authority made a presentation on their site selection prccess and

)roposed disposal concept. The U.S. delegation responded to questions raised

)y the Mexican representatives during the meeting. All questions were answered to the satisfaction of the Mexican representatives and the Mexican government made two additional requests. These included: 1) a request for the U.S.

government to maintain contact with the Mexican government on activities related to siting of these LLW disposal facilities and 2) the Mexican government requested the opportunity to visit the three sites considered by Texas in its selection of a LLW disposal facility. These requests were concurred in and agreed to by the U.S. delegation. In addition to the meeting, Mr. Greeves and Tom Blackburn visited the local LLW disposal facility for industrial and institutional wastes on the following day. (GREEVES)

Status of Atlas Corporation Hearing Request On September 23, 1987, the Commission granted the hearing request of Atlas Corporation. The Comnission decided that the hearing should be administered by a single judge and that the hearing would be informal.

The hearing decision will be forwarded to the ASLBP (Judge Cotter) to appoint the judge and schedule the hearing. We should be notified of the schedule in 7-10 days. (LOHAUS)
