PRDPOSED MEETING OF U.S. AND MEXICAN OFFICIALS ON LOCATION OF A LOV-LEVEL WASTE SITE IN TEXAS o
This refers to the recent telephone conversations between eur staffs on the above subject.
I am enclosing copies of an August 14 letter from the Texas Waste Disposal
- Authority and an August 25 State Department cable concerning U.S. .participa' tion ;
in a September 21 meeting being planned in Mexico City to discuss the proposed i location of a low-level waste site in Texas near the U.S./ Mexico border. l GPA/IP became aware of this proposed meeting through an August 14 telephone call from Region-IV. We subsequently alerted State Department which, at that ;
time, had been anticipating the meeting request, but believed the September 21 date-to be premature. State Department later agreed to try to hold the meeting on that date and requested that NRC also attend. We discussed NRC -
participation with GPA/SLITP and, at that time, it was agreed that Region IV
-* should represent NRC at. the nonspecialized meeting.
State Department has now requested that NRC participation include presentation of a paper on U.S. ' regulatory policy and practices with respect tn LLW sites and that a draf t paper on this sub.iect be forwarded for State Department review by September 11. The Mexicans will be requested to present a paper on one of
..their sites.
In addition to ~a representative from the Texas Waste Disposal Authority, the U.S. delegation would consist of Conrad Keleveno from EPA's Office of International' Activities and two representatives from State Department, Ed Parson of the Office of Ecology and Natural Resources and Paul Storing of the i Mexican country desk. DOE declined State's request to participate, noting that DOE is concerned primarily with high-level waste.
Please let us know on an urgent basis bether your office can draft the aforementioned paper and attend the September 21 me ing so that we may advise Region IV and State Department.
