REC 0VERY FROM TUPBINE BUILDING FIRE (TAC N0. 66365) ,

On October.3, 1987, a fire occurred in the Turbine Building at the Fort St. '

Vrain Nuclear Generating Station (FSV). Since that fire occurred, you have met with-the Augmented Inspection Team (AIT) specifically created to investigate  !

that event. The AIT will provide a separate report concerning their findings.

By letter dated October'19, 1987 (P-87347) you proposed to meet with the-staff  !

to discuss again significant aspects of this event, and the recovery from the event.. Specific areas in ' which you should plan to provide additional informa-tion to the staff are summarized in the enclosure.

We request that you provide a schedule .for your full response at the meeting.

Your proposed schedule should indicate when you will provide all of the re-

. quested information, and when you plan to return FSV to operation.

The information requested in this letter affects fewer than 10 respondents; '

therefore OMB clearance is not required under P.L.95-511.

1.. Provide an evaluation of the fire protection features of the Turbine l Building,. including the areawide fire detection system during this event.

Compare the adequacy of the present manual fire fighting capablility for the areas in which there are hydraulic system components with automatic ,

suppression capability as recommended by the National Fire Protection l Association.

2. Provide an evaluation of the control room ventilation system during this event.. This should include a reevaluation of this system's design basis.

3.. Provide an. evaluation of the hydraulic system during this event. This evaluation should focus on the hydraulic system as a potential source of combustible material. The design of the hydraulic system in proximity to existing hot surisees (ignition sources) should be examined. The system design should be reevaluated to assure that adequate margins exist against failures caused by transient (impulse) pressure peaks.

Each evaluation should specify changes and improvements that PSC plans to make in these areas prior to return to operation. Long term improvements should also be discussed. The evaluations should cover changes to system and component design, related Technical Specifications and procedures, and operator training. Changes to supporting maintenance or repair activities should also be identified.

4. Provide a summary of all major systems, structures and components affected by the fire and the suppression of the fire. Describe the actions taken to assure that whatever damage received by these components does not compromise their ability to perform their design function. Specific attention should be directed to safety related components, and systems and the high energy lines in the fire area. The examination should d specifically address:

Potential damage to hot high energy lines and components from inundation with cold firewater, and Potential damage to qualified components, systems, and their materials from fire generated combustion products.
