Dear Mr. Beckham:

- The current: Technical Specifications for Hatch Unit 1 require that the high pressure coolant injection (HPCI) and reactor core isolation cooling (RCIC) systems be operable whenever the reactor vessel pressure is above 113 psig.

JYou' requested, by letter dated April 5,1982, and supplemented by _1_etter 2 dated January 1,.1983, that these Technical- Specifications be changed to .

increase the pressure-above which the HPCI and RCIC systems must be operable from 113 to 150 psig.

l Based on our review of these sumittals, we have concluded that you have not

provided sufficient or adequate infomation to justify your requested change; you' have not explained and ,iustified why it is safe to operate the reactor at pressures between 113 and 150 psig without these systems being operable.

We are therefore unable to determine whether or not your request change involves ,

a sigificant hazard consideration or to reach a conclusion as to whether j it will be safe to operate the plant under the proposed new ifmits.

Please inform us whether you intend to withdraw this request or to revise J those submittals to adequately explain and' justify why it is safe to operate j the reactor under the proposed revised requirements.  ;
