'1. Plant Status.

4 As of 0800 on September 25,'1987, Fermi 2.was in cold shutdown.

2. F_acility Operations Summary The licensee placed the reactor in cold shutdown on August 2,1987, to repair a:1eakko faedwater check valve. Additional maintenance activities have been a Ced to the outage scope to. improve the material condition of the plant. The licensee projects'that all maintenance

, activities will:be completed in early October. Upon completion of these activities a management meeting with the licensee and NRC will

'take place to determine whether the NRC concurs with plant restart.

3. Item (s) of Special Interest Masonry Block Wall Design - The reactor building elevator walls have been repaired. The review of other wall designs determined that some minor work:should be parformed on some of the walls. Those repair efforts are in progress. These additional repair efforts did not impact upon the operability of any safety related equipment.

Raychem Splices - All inspection / repair efforts have been completed.

Operation of-the reactor water cleanup (RWCU) system - The licensee is presently installing a soft seat from the Parker Company that they feel is qualified for use on the feedwater isolation valves. The licensee is evaluating the 10 CFR 21 deportability aspects of using  ;

the Kalrez material. Kalrez was the material that the licensee determined was not qualified for use.

Motor Ope ated Valves - An additional valve was MOVATS tested bringing the number of valves tested to ten. Of these ten replacement of the actuator on Valve E41-F008 is underway and the replacement of another valve's motor is underway.

Swing Bus 72CF - The licensee is determining the design changes that they wish to make to the 72CF bus.

Feedwater System Damage - All repairs have been made to the F hanger / supports on the emergency drain lines from the No. 5 and No. 6 feedwater heaters. The end cap on the turbine bypass sparger has been reinstalled and all other damage internal to the condenser has been repaired. The licensee is commencing a helium check of the condenser to assure everything is satisfactory. q l

. Technical Specification Inaccuracies - The licensee is submitting a change to correct the inaccuracies in the testing requirements for sorre containment isolation valves. The matter is being pursued with the NRR Licensing Project Manager. The licensee requires resolution of this snatter prior to restart.

4. Change to Monthly Status Reporting The report will continue to be biweekly with the next report due on October 22, 1987.
5. NRC Staff Activities During the Period A DRS inspection was completed during this reporting period concerning the fire protection program. Some deficiencies were noted.

A DRS/ consultant inspection was completed in the area of environmental qualification of equipment. The qualification of some terminal strips in the drywell and performance of a select number of preventative maintenance activities require additional discussion with the licensee prior to restart of the unit.

A DRS electrical inspection was performed during the reporting period.

The major thrust of the inspection was to followup on previous inspection findings. No major concerns were identified.

On September 23, 1987, in support of a continuing inspection, NRR/ resident inspectors met with the licensee /GE to discuss the Technical Specification and underlying bases for the minimum critical  ;

power ratio. '

NRR personnel visited the site during the week of September 20th to determine licensee design progress on the 72CF swing bus modification.

The resident staff followed outage activities and consisted of two inspectors as identified below:

Senior Resident Inspector - Walt Rogers Resident Inspector - Mike Parker Additionally, the inspectors are reviewing the design controls that had been established for dedicating the Kalrez seals in the feedwater system and the qualification of the new replacement seals. During a plant walkdown the resident inspector determined that the surveillance procedure specifying which valves were required to be checked for containment integrity every 31 days was inadequate. Approximately, 80 valves were omitted from the procedure.
