Technical Specification Change Regarding Pressure-Temperature Operating Limits - McGuire Nuclear Station, Units 1 and 2 (TACS 62779/62780)
By letter dated September 8,1986, you proposed license amendments to change the McGuire Technical Specifications (TSs) regarding reactor coo; ant system pressure-temperature (P/T) limits.
You note that the changes are proposed l
to incorporate TS improvements as a result of NRC and industry efforts, and to update the McGuire P/T operating limits as a result of examination and analysis of capsules withdrawn during the first refueling outages of each McGuire unit.
l The Connissions policy on TS improvements is established in a manner which provides for improvements while maintaining consistency with revised vendor-specific Standard TSs. One means for implementing short term TS improvements is the lead plant approach. This approach requires an initial letter from the Owners Group describing the approach and naming the lead plant and its submittal schedule.
Your proposed change of September 8,1986, has not been endorsed by the Westinghouse Owners Group on a lead plant basis and, therefore, does not qualify for consideration under our short term TS improvement program.
Accordingly, no further NRC action on your proposed improvements is planned.
We request that you revise the appropriate portions of you submittal so as i
to retain but update the existing TS P/T limits of acceptable operation based upon results of the capsule examination and analysis.
