SUBJECT:

REQUEST FOR ASSISTANCE IN RESPONDING TO SEABROOK QUESTIONS In a letter to Commissioner Asselstine of the NRC dated December 29, 1985, Mr. Herbert S. Moyer of Exeter, New Hampshire, listed five questions related to emergency planning issues at the Seabrook Statian. We have deternined that two of the questions (questions 3 and 5) are in FEMA's area of review responsibility. Accordingly, we request that FEMA respond directly to Mr.

Moyer regarding questions 3 and 5 of his December 29, 1985, letter. We under-stand that FEMA Region I has responded to Mr. Moyer regarding an earlier inquiry related to Seabrook emergency planning issues referred to in his letter.

For your information we have enclosed Mr. Moyer's letter, Commissioner Asselstine's response to Mr. Moyer dated January 9,1986, and the NRC staff response dated February 14, 1986. Please provide us with a copy of your corre-spondence to Mr. Moyer when issued.
