The referenced letter transmitted questions regarding Sections 3.7 of flaitimore Gas and Electric Company's application to convert to the Imnroved Standard Technical Specl0 cations.

The responses for Section 3.7 are provided in Attachment 1 of this letter Also attached to this letter is Revision 6 to the original license amendment application. These changes result from the responses provided in Attachment 1, as well as other changes identined by plant personnel. Changes to the No j Signincant llazards Considerations discussions are included where appropriate. /

To assist in reviewing this revision, a list describing each of the changes is provided (Attachment 2). All of the material for each change is grouped by change in Attachment (3) Attachment (4) provides the revision by improved Technical Specification Section for case of replacing pages in the original amendment request. Page replacement instructions are provided. All changes are marked with revision /

44. A change was made to the Bases of LCO 3.7.3 to provide additional clarification on the application of a CTS allowance. The CTS allows AFW trains required for operability to be taken out of service under administrative control for the perfonnance of periodic testing. This allowance is retained in ITS 3.7.3 as an LCO note.
45. A change was made to the Bases of LCO 3.7.4 to remove a statement that the condensate was returned te the condensate storage tank (CST). The condensate is returned to the backup CSTs, not the shared CST covered by the LCO.
46. To resolve NRC comment 3.7.313 new DOD 21 was added to NUREG Dases for SR 3.7.5.5 (ITS SR 3.7.3.7) tojustify deleting a flow requirement for CST flow path operability.

47, To resolve NRC comment 3.7.312, a clarification was added to the Bases of ITS 3.7.3 Condition F, which indicates that only non safety related equipment is available for cooldown following a loss of both trains of AFW. His meets the intent of the existing statement in the NUREG Bases tojustify why LCO 3.0.3 actions are suspended.
