-Why inoperability was not corrected within the time specified:

The first two periods of 1 EMF 31 inoperability were caused by flow switch problems. Replacement parts were not readily available. The.last period of inoperability was to replace the flow switch with a new type. All required samples were taken during periods of inoperability.
