d HAY 121986 FAC 1.00.16 ( O D/SEC RF SSB RF NOTE FOR: Frank A. Maturo, DD/SEC FROM: Duane G. Kidd, Chief, SSB

SUBJECT:

WHITE FLINT TASKS LISTS Reference your memo of May 7,1986.

General Comments:

1. When one item cannot start until another is completed, such as submitting a 2957 to GSA for an access control system, which is dependent on (1) the decision from the NRC Planning Committee and (2) funding, it should be represented in that fashion. Specifically, the action of installing an access control system involves an approach along the lines of enclosure 1.

This sort of task depiction makes it graphically clear that some items are dependent on others. If, for example, the Planning Committee decision is delayed then everything else starts to slip. We really need to know which tasks are on the critical path and which can slip a little without causing everything else to back up.

A number of items are already slipping past dates indicated on chart (1-4,6,9,10,12,20). Some have a direct effect on other items and will cause them to slip if not completed soon.

2. In a number of cases items are listed which will have to be accomplished by other organizations such as TB or RM. These are addressed in specific comments below. If we are going to have an oversight checkup role, it should be clear that that is what we're doing so it doesn't look like we're responsible for doing the Task.

Specific Coments:

l S. Not entirely sure what this means. Believe it's related to control of people and property during the period when we have people on site and construction going on.

8. INF0SEC should provide their secure telephone needs directly to TB. SSB will provide security aspects (sound booth specifications, etc. to TB).

l l 9. INF0SEC should identify their own non-secure telephone needs to TB. SSB l should not decide where INF0SEC secretary's phone will go, intercom l needs, etc.

10. TB submits Secure Communications 2957's to GSA. INF0SEC, with j coordination from SSB, should submit requirements to TB.

12. (1) SEC should not separately procure air conditicning units. We should submit our requirements to 80B and let them take care of it as a part of construction. (2) Sound booth is to be procured by TB. (3) : Sound cover system (if at all - not recomended by SSB) should be installed by B0B in construction. SSB will provide specs to B08. (4) Recording equipment - is this VCR for CCTV system? (5) Detex System - not recommended if card access system is used. (6) Alarms / Access Control /CCTV covered in 10 above since GSA will procure equipment.

This item actually involves many discrete tasks. May be better to break it up some.

18. Not sure what is meant. C/L not really involved with any aspect other than site design.
19. INF0SEC should coordinate installation of communications equipment. It is their ComCenter.
20. If necessary.
25. Seems to duplicate task 5.
32. Guards will also need to be involved - may want to add Dopp to this.
