Dear Mr. Till:

This is in partial response to your letter dated July 31, 1986, in which you requested, pursuant to the Freedom of Information Act (F0IA), documents pertaining to the specifications for the security systems for the White Flint North building.

For your information, my staff has been informed that some of the released records discussed below were prepared very early in the security planning stages for the White Flint North building and may not reflect the current directions of the security programs.

The documents listed on the enclosed Appendix A are being placed in the NRC Public Document Room (PDR),1717 H Street, NW, Washington, DC. You may obtain access by presenting a copy of this letter to the PDR staff or by requesting PDR folder F01A-86-588 in your name.

Portions of the documents listed on the enclosed Appendix B and the entire documents listed on the enclosed Appendix C are Seing withheld from public disclosure pursuant to the exemptions noted M . to the document listings on the enclosed appendices. The nonexempt portion.; of the Appendix B documents are being placed in PDR folder F01A-86-588.

Information withheld from F0IA (5 U.S.C. 552(b)(2)) public disclosure pursuant to Exemption (2) of theand 10 CF relates solely to the internal personnel rules and practices of the agency.

Information withheld pursuant to Exemption (5) of the F0IA (5 U.S.C.

552(b)(5)) and 10 CFR 9.5(a)(5) of the Connission's regulations consists of advice, opinions, and recommendations of the staff concerning the security of l

the White Flint North building.

l Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest. The persons responsible for this denial are the undersigned and Mr. Raymond J.

Ms. Till This denial may be appealed to the Comission's Executive Director for Operations within .30 days from the receipt of this letter. As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Comission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial FOIA Decision."
