SSB INPUT FOR MEETING WITH COOPER-LECKY The enclosed general requirements for access control, intrusion detection, sound attenuation and cental alarm station layout represent the SSB input in as great a level of detail as available as of May 5,1986. As more details of the construction and specific office layouts become available I will provide additional updates.

SOME INITIAL DIVISION OF SECURITY THOUGHTS -

REGARDING THE WHITE FLINT BUILDING i o There apparently will be a need for commercial establishments, to be located on the main floor, to receive supplies, products, etc. There is no indication if these deliveries will be through the loading dock area in the basement, through the main floor thoroughfare area, or through individual separate egress on the perimeter (outside) of the first floor.

Whichever method is approved, will require some consideration by SEC and possibly other NRC offices, to assure proper access control, liability, etc.

'Z, o A decision will need to be made as to where newly hired NRC personnel will enter on duty and be processed for badges, key-cards, etc. for those employees who will work in the new facility. Currently processing is being done at the Woodmont and Phillips buildings. If these persons are to be processed at the new facility then SEC, 0&P and possibly other NRC offices must make necessary provisions in the new facility that will involve personnel and space requirements.

) o Since NRC will be administering the custodial service contract at the new facility there will be certain security requirements, e.g., U.S.

citizenship, security clearances, etc., that must be identified in the contractual documents. In addition, you may want to consider a designated area / office for their manager / supervisor for handling attendance, records, check-out, etc.

d O Separate security / guard control center / office on the second floor that will accommodate a minimum of six guards, alarm monitor panels, access control panels, public address control, etc.

4o Locker room and shower to accommodate guard personnel stationed in the facility.

(, o A guard receptionist area on first floor, near the main entrance. Must accomodate at least four guards.

  • ) o All parking in the building shall be limited to NRC employees.

Yo One or two elevators only will operate between garage and main floor. All others will operate main floor to the 18th floor.

$o Closed circuit TV in garage area and at outside parking areas.

le o Closed circuit TV (2) first floor lobby.

Il o Run alarm lines and CCTV cables to each floor.

it o Stairwells between first and second floor must be gated / alarmed, l') o "Detex" type system install on each floor and at designated outside locations.

f-[ o Secure phone facilities' installed must meet security requirements.

li o All conference rooms must meet the 45 STC requirement.

/& o Install a public address system on each floor.

// o The egress to the roof area must be secured / controlled.

(7 o The Secure Communications Center, Sensitive Compartment Information Facility and the Information Secure Branch (eight employees) must be located together and at least above the third / fourth floor of the building.

yo The outside areas adjacent to walkways and parking areas should have low level shrubbery.

4/ o All parking areas must be highly illuminated, to include walkways.

g[ o Telephone (s) should be located in parking areas for emergencies.

t+o The Technical Security Laboratory in the Willste Building must be I relocated to the new facility.

Io White Flint Building shall meet the security requirements of NRC manual directive 2101 including Part VII.
