Dear Mr. Opeka:

The enclosed supplemental safety evaluation (SSE) addresses relief from ASME code requirements for inservice testing (IST) of pumps and valves, associated with the emergency diesel generators, in response to the application dated February 28, 1986.

The SSE supplements the May 4, 1983 safety evaluation on IST and a subsequent SSE dated October 31, 1985.

Based on the review summarized in the enclosed SSE, the staff concludes that the relief granted and alternate testing imposed through this document (for Code requirements that are considered impractical), give reasonable assurance that the pump and valve operational readiness intended by the Code will be satisfied.

Additionally, there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner.

Therefore, in accordance with 10 CFR 50.55a(g)(6)(i), we find the relief requested may be granted.

The relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
