Vice President, Nuclear Operations Public Service Company-of Colorado Post Office Box 840 Denver,' Colorado 80201-0840

Dear Mr. ' Williams:

SUBJECT:

PCRV LEAK RATES j l

We acknowledge receipt of your letter dated August 13,1986(P-86497) concerning leak rates for the Fort St. Vrain (FSV) Prestressed Concrete l Reactor Vessel (PCRV). Since you have not requested staff review of the revised leak rate calculation, nor plan to utilize these results in any safety analysis, the staff does not intend to review your revised

! calculations at this time.

However, PSC must continue to utilize the FSAR leakage of 0.2 percent per ,

day for all calculations at FSV requiring conservative results, such as l

licensing matters. If the revised leak rates are used in any calculations, j l

.they should be clearly labeled as not reviewed or approved by the NRC. '

Sincerely, f

Kenneth L. Heitner, Project Manager Standardization and Special

' Projects Directorate Division of PWR Licensing-B.
