The Commission has issued the enclosed Amendment No. 77 to facility Operating License No. DPR-34 for the Fort St. Vrain Nuclear Ge' erating Station. This amendment consists of changes to the Technical Specifications (TS) in response to your application of September 14, 1989 as revised October 13, October 30 and December 4,1989.

l The amentiment upgrades the portions of your TS dealing with Reactivity Control.
