TECHNICAL SPECIFICATION UPCRADE PROGRAM (TAC NO. 55565)
We have reviewed certain items of your letter dated February 28,1986(P-80169) concerning the Fort St. Vrain (FSV) Technical Specification Upgrade Program (TSUP). This review focused on the need for redundant equipment to mitigate the rapid de::ressurization accident. The rapid depressurization accident is also k10wn as Design Basis Accident No. 2 (DBA-2).
The staff was assisted in this review by its contractor, Oak Ridge National Laboratory (ORNL). ORNL was assisted by a subcontractor, Science Applications International Corporation (SAIC). The Technical Evaluation Reports (TER's) produced by ORNL and SAIC are enclosed.
The key conclusions from the ORNL and SAIC TER's are as follows:
The probability of DBA-2 followed by core damage is low compared to other reactor accident sequences, and With the current reactor power level limits, the fully redundant class 1E system can respond to the DBA-2 with a small amount of fuel damage (less than one percent).
Based on these findings, the staff concludes there is no need to increase the redundancy requirements of FSY's Technical Specifications. Therefore, the staff concludes that your proposals for redundancy requirements to respond to e
