Pursuant to the provisions of 10 CFR 50.4 and 10 CFR 50.54(p), Holtec Decommissioning International, LLC (HDI) is submitting Revision 19 to the Pilgrim Nuclear Power Station (PNPS)

Physical Security, Training & Qualification and Safeguards Contingency Plan (PSP). The changes to the PNPS PSP were implemented on July 8, 2020. In accordance with 10 CFR 50.54(p)(2), HDI is submitting this change within 60 days of implementation.

The proposed changes are appropriate for a facility that is performing the "DEGON" method of decommissioning and are within the descriptions provided by the Post-Shutdown Decommissioning Activities Report submitted to the NRC on November 16, 2018 (Reference 1) and are aligned with the revised schedule provided in the HDI Annual Report.on Status of . . . HDI has concluded that the revisions implemented did not decrease the effectiveness of the security plan.

Enclosure 2 contains "Safeguards Information" as defined by 10 CFR 73.22 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended, and must be protected accordingly. This enclosure provides a summary of the changes that were implemented in Revision 19 of the Pilgrim PSP.

Enclosure 3 contains "Safeguards Information" as defined by 10 CFR 73.22 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended, and must be protected accordingly. The enclosure provides.a complete copy of Revision 19 to the Pilgrim PSP. . . .

Enclosure 4 is a compact disk (CD) that provides an electronic copy of the above referenced documents. As such the CD contains "Safeguards Information" as defined by 10 CFR 73.22 and its disclosure to unauthorized.individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended, and must be protected accordingly.

Pursuant to 10 CFR 50.91, "Notice for public comment; State consultation," paragraph (b), a non-safeguards copy of this submittal is being provided to the Commonwealth of Massachusetts, Emergency Management Agency.
