PILGRIM NUCLEAR POWER STATION - ISSUANCE OF AMENDMENT TO REVISE THE PERMANENTLY DEFUELED TECHNICAL SPECIFICATIONS TO ALIGN TO THE REQUIREMENTS FOR PERMANENT REMOVAL OF SPENT FUEL FROM THE SPENT FUEL POOL (EPID NO. L-2021-LLA-0049)
Dear Ms. Sterdis:
The U.S. Nuclear Regulatory Commission (NRC, the Commission) has issued the enclosed Amendment No. 256 to Renewed Facility Operating License No. DPR-35 for the Pilgrim Nuclear Power Station (Pilgrim, the licensee) Permanently Defueled Technical Specifications in response to your application dated March 17, 2021 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML21076A404), and supplemental letter dated May 28, 2021 ADAMS Accession No. ML21148A199). These changes reflect the removal of all spent nuclear fuel from the spent fuel pool (SFP) and its transfer to dry cask storage within an on-site Independent Spent Fuel Storage Installation (ISFSI). These changes will more fully reflect the permanently shutdown status of the decommissioning facility, as well as the reduced scope of structures, systems, and components necessary to ensure plant safety now that all spent fuel has been permanently moved to the Pilgrim Nuclear Power Station (Pilgrim) ISFSI (new ISFSI or ISFSI II), an activity which is scheduled to be completed in mid-November 2021 (ADAMS Accession No. ML21117A402). The licensee states in its application that in order to support the site transition to "ISFSI only" status, Holtec Decommissioning International (HDI) is requesting the NRC approval of this proposed license amendment by September 30, 2021. As requested by HDI, the implementation period of 30 days following HDl's submittal of written notification to the NRC that the remaining spent fuel assemblies have been transferred from the SFP to the ISFSI (new on-site ISFSI or ISFSI II) at Pilgrim is identified in the amendment to the license.
The NRC staff has determined that its documented Safety Evaluation does not contain Sensitive Unclassified Non-Safeguards Information pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Section 2.390, Public inspections, exemptions, requests for withholding.
A copy of the related Safety Evaluation is provided in Enclosure 2. The Notice of Issuance will be forwarded to the Federal Register for publication.
