RECEIPT OF DOCUMENTS FROM THE GOVERNMENT ACCOUNTABILITY PROJECT (GAP).

The attached documents were received from GAP by OI:RY on July 15, 1985.

These documents concern the Diablo Canyon Power Plant and possibly contain infonnation concerning O! investigations. Per your request, these documents are passed to you for review and appropriate action. The documents have been previously forwarded to Region V.

The documents and the information contained therein cannot be dissemi-nated outside the NRC without the consent of the Director:0I. Dis-semination of these documerits and the infonnation contained therein should be disseminated within NRC only on a need to know basis.

AFFIDAVIT OF HAROLD HUDSON The above, being duly sworn, deposes and'says:

My hame is Harold Hudsen. I am submitting this affidavit to the Government Accountability Project (G.AP) as part of their PUC work order Number 0-48-Cl, Work Task 4 d.

This affidavit addresses a review and analysis of the Pui-Lman Power Products' Discrepancy Report (DR) Master. Log up to DR # 4500 with a limited review and analysis of additional DRs up to #4900. It should be ,noted that Pullman has generated over 94 9000DRs during its construction work at Diablo Canyon. All of these DRs required corrective action of some sort. This correct-ive action may have involved rework or repair of discrepant items.

This rework or repair may not be a justifiable cost due to the nature of the discrepancy. This affidavit presents information to help the PUC determine if the ER's corrective action is or is not justifiable and whether the cost should be passed onto the consumer.

I worked at Diablo Canyon in 1973 for about a year as a pipe welder for Pullman Power Products and for another con-tractor, the S&Q Company. I also worked at Diablo again for Pullman for around two years, from 1982-84 This statement describes my frustrating experience trying to obtain corrective action on a grossly defective weld in the penetration of the Unit 2 containment wall at the nuclear power plant.
