Y 1.0 PURPOSE 1.1 The purpose of this procedure is to provide guidelines for the application of the Motor Operated Valve Analysis and e

Test System (MOVATS) to the motor operated valves of Clinton Power Station.

The procedure also describes the method of using MCC test systems for monitoring valve

motor load from MCC.

2.0 DISCUSSION / DEFINITIONS 2.1 Discussion,

The CPS Motor Operated Valve (MOV) Program is a combination of inspections, routine preventive maintenance and periodic testing which is performed, to ensure operability of the valves.

The MOVs performance is dependent on both its mechanical / electrical condition and its ability to operate and achieve the thrust requirements necessary to open and/or close the valve under both normal operating and accident conditions which include degraded voltage, seismic events, harsh environmental conditions and extreme delta P/ flow conditions.

This procedure covers setup of the valves for proper limit switch / bypass operation, setting of the torque switches for required thrust and diagnostic testing.

CPS No.

8451.01 covers the inspection and preventive maintenance for the valves and their motor operators.

Also included in the program is CPS No. 8451.03 which covers repair and overhaul of motor operators.

The MOVATS system utilizes MOVATS test eg,sipment to obtain signatures of the valve in the field and. store them in bubble memory.

The Technical Department transfers data from the bubble memory to floppy disk for future reference.

A MOVATS Inc. certified engineer reviews the field data for correct switch settings and any possible valve degradation.

.a Once MOVATS data is taken and is acceptable, the switch settings do not change unless disturbed during a maintenance activity.

However the valve could degrade during its life.

In order to monitor this degradation, an MCC test system is utilized which obtains initial data and this data is verified on a periodic basis in order to be certain that the valve o If the " threshold value"perates below a " threshold" value.

is reached or exceeded, further investigation should be performed and a MOVATS test has to be considered.

The analysis of this test data determines if any valve parameters have changed significantly from previous test data.

The extent of signature analysis is dictated by the indication found or the maintenance performed.

If degradation is clearly imminent, and excessive, the valve may be considered inoperable and MOVATS testing and/or corrective maintenance will be performed.

The following items will require an electrical setup, removats or test of the MOV as follows.

A.

Removal of limit switches or changing limit /by7 ass switch settings.

(Requires limit / bypass switc2 setup and a switch signature).

B.

Removal of the torque switch or changing the torque switch settings (except on butterfly, ball and plug valves).

Requires resetting of the torque switch for design thrust requirements by TMD and switch signature using the K factor from the previous test.

Butterfly, ball and plug valves only require resetting of the torque switch to the setting on the NSED valve data list.

C.

Removal / disassembly of the operator or disassembly of the valve.

(Requires full MOVATS test).

D.

Adjustment of valve packing beyond the maximum torque value in Appendix H.

(Requires verification and/or adjustment to desion thrust by satisfactory completion of the Motor Load transducer test or by TMD signature using previous K factor).

E.

Removal of stem nut or a loose stem nut.

(Requires verification of or adjustment of limit / bypass switches by switch signature).

F.

r-c It is imperative that while performing this procedure that the individual understand the adverse conditions in which the valves may be required to operate, be observant of any conditions which may affect its operation and resolve any questions with supe,yision and/or plant technical, if required.

Not all portions of this procedure will be aaplicable to

all motor operated valves.

Any section of this. procedure can be performed independently without the need to perform complete MOVATS test.

2.2 Definitions

^

2.2.1 Signature - A' displayed trace of data that appears on the.

MOVATS mainframes CRT screen.

2.2.2 Relative Valve Stem Thrust - The movement of the worm within the MOV in direct relationship to the actual ~ stem load throughout a valve cycle.

2.2.3 Available Thrust - Calculated thrust in pounds or linear

.l displacement of spring pack recorded in volts which are available between the load required to run the valve and that which is required to trip the torque switch.

2.2.4 Bypass Time - Time from start of each cycle to point at which the torque switch loses parallel circuit protection.

2.2.5 Cycle Time - Time required to complete one full stroke of the valve.

2.2.6 Hammerblow - Point at which the worm gear lugs contact the drive lugs.

2.2.7 Hammerblow Peak - Observed thrust in pounds or linear displacement of spring pack recorded in volts which are required to start the valve in motion.

Can be at the point of hammerblow or the unseating of the gate.

2.2.8 Inertia - The thrust that is applied to the valve after the motor has de-energized.

2.2.9 Load at TST - Observed thrust in pounds or linear displacement of spring pack which is required to trip the 1

2.2.10 Penthouse - An enclosure mounted on top of a Nicolet 3091 digital oscilloscope and integrally wired to the mainframe.

It houses the patent pending electronic circuits, control switches, and signal cable connectors

required to interface the various MOVATS transducers with the Nicolet oscilloscope.

2.2.11 SCC - Spring Cartridge Cap 2.2.12 Zero Load - Point when spring pack is in a relaxed state.

2.2.13 Seating Trust at TST - Observed thrust in pounds or linear displacement of the spring pack recorded in volts from valve gate contacting the valve seat to torque switch trip.

2.2.14 Running Load - Observed thrust in pounds or linear displacement of spring pack recorded in volts which are required to operate the valve.

2.2.15 Thrust at TST - Observed thrust in pounds or linear displacement of the spring pack.

2.2.16 Total Thrust - Observed thrust in pounds or linear displacement of the spring pack recorded in volts for the final position of the valve.

2.2.17 Mainframe - The Patent Pending Mainframe consists of a two channel digital oscilloscope with MOVATS penthouse integrally attached.

It's function is to condition the signals and with bubble memory capabilities can retain the signatures for future review.

il 2.2.18 TMD - The TMD (Thrust Measuring Device) monitors the 9

motion of the spring pack and converts linear motion to

voltage using an intergrally mounted LVDT (Linear Variable Differential Transformer).

2.2.19 TMS - The Torque Measuring System (TMS) is a portable device to determine the actual output of the operator corresponding to any torque switch setting.

2.2.20 Switch Sensing Circuit (Voltage) - Using clip on wire attachments, this circuitry senses the opening and closing I

of six switches:

open and closed bypass open and closed torque switch: and open and closed limit.

2.2.21 Motor Current - A current Transformer is used for accurate recording of motor current signatures.

Motor load is a measure of motor mechanical output power, which also involves changes in voltage, power factor etc.

2.2.31 Open Torque Switch Bypass - A limit switch setup in the open circuit to parallel the torque switch allowing the valve-to operate past hammerblow and unseating without opening the; torque switch and stopping operation.

2.2.32 Motor Overload Bypass - A limit switch or switches setup in a safety function operation circuit which aarallels the torque switch and motor overloads to assure t2e valve will l

function in the safety function mode (95 relay circuit).

3.0 RESPONSIBILITY H

3.1 The Supervisor - Electrical shall be responsible for the implementation and review of this procedure, r

All documents' generated as a result of the performance of this Procedure shall be-attached to the MWR.

5.2 (Record)

A CPS No. 1905.10F001,'CLINTON POWER STATION RADIATION WORK PERMIT per CPS No. 1905.10, RADIATION WORK PERMIT (RWP), shall be approved prior to performing work

'in RWP controlled areas.

5.3 (Initial)

Obtain Shift / Assistant Shift Supervisor's permission prior to commencing work.

5.4 Tag out equipment as necessary in accordance with CPS No.

1014.01, SAFETY TAGGING PROCEDURE.

5.5 (QC Wit) -(Initial)

Ensure measuring and test equipment is currently in' calibration and. record calibration ~

information on the applicable data sheet.

5.6 If the operator has been overhauled, removed or limit switches replaced ensure the limit switches have been rough set as per CPS No. 8451.03, MOTOR OPERATED VALVE.

This notification is to allow for the performance of parts verifications.

8.2 Equipment Installation NOTE See Appendix C for special instructions for using 2100 or 2150 MOVATS Systems.

Prior to equipmant installation, ensure that packing is not leaking.

Do not exceed maximum valves as specified in Appendix H without prior engineering evaluation.

NOTE Installation of the load cell and performing tests using the load cell are not required for butterfly type valves.

The valve may be cycled electrically or manually prior to testing at the discretion of the test leader.

CAUTION Ensure equipment is de-energized prior to installation of any accessories or test equipment.

8.2.2 Remove limit switch compartment cover.

8.2.3 (QC Wit) (Initial)

Install local control switch to allow valve to be opened or closed electrically at the valve.

Document lifted leads using CPS No. 8801.01F001, WIRE OR COMPONENT REMOVAL / JUMPER INSTALLATION FORM.

8.2.4 (QC Wit) (Initial) Install jumpers and lift leads at the motor control center and valve operator as needed to defeat and isolate control switch actuation.

Document jumper installation using CPS No. 8801.01F001.

8.2.5 (QC Wit) (Initial) If the control circuit of the operator to be tested employs a torque switch and/or motor overload bypass relay, this relay must be defeated by lifting leads at the motor control center or valve operator.

Document lifted leads using CPS No. 8801.01F001.

NOTE Refer to the appropriate E02 drawing to determine proper contact development.

8.2.6 (Record)

Cycle the valve electrically to the full open position to determine if valve backseats.

Press the declutch lever down and record the number of turns left until valve backseata (count only those turns that indicate actual stem movement).

If the valve appears to be backseating, continue the test and perform section 8.6 to determine the amount of thrust being applied to the backseat.

~The handwheel s' haft and the.declutch lever shaft should be cleaned with emery cloth or a file to remove any' rust or burrs before removing the spring cartridge cap cover.

8.2.9 Check to see if the Spring Cartridge Cap (SCC) adaptor'is required.

NOTE For SMB-3 and-SMB-4, an adapter is always required.

For SMB-000 through SMB-2, if dust cover is attached, remove and proceed to TMD installation.

If a dust cover is not attached, the SCC adaptor is required.

NOTE

On those units, equipped with handwheel gear reducers, it will be necessary to dismount the gear reducer from the SCC prior to removing the SCC.

8.2.10 (QC Wit)'(Initial)

If the SCC has a dust cover, remove all bolts, remove the dust cover, then reinstall all bolts with washers if required to retain SCC.

Ensure that the bolts do not bottom out.in the operator and proceed to 8.3.10.

On SMB-000 and SMB-00 models, remove the spring cartridge cap and inspect the declutch shaft for the existence of a snap ring and snap ring groove.

Ensure the snap ring is properly set in the groove.

If the snap ring groove does not exist, initiate an MWR to replace the declutch shaft.

If the SCC does not have a dust cover, continue.

8.3 MOVATS SCC Installation /TMD Installation - (8.3.1 - 8.3.9) to be completed only if required.

8.3.1 If the SCC requires removal to facilitate installation of the MOVATS SCC Adaptor, remove all but two allen screws in the SCC (SMB 0-4 only).

.Special Instructions for MOVATS 2100 and 2150 SYSTEMS The MOVATS 2100 SYSTEM has the same basic control switches and requires the same cautions as the MOVATS 2000 SYSTEM.

The 2100 SYSTEM-does not require a scope' zeroing process but may require a load span adjustment.

On the MOVATS penthcuse, set the load cell button in or out depending on which. load cell is used (50k or 200k).

The MOVATS 2150 SYSTEM has the same basic control switches and,

requires the-same cautions as the MOVATS 2000 and 2100 SYSTEMS.

The MOVATS 2150 SYSTEM has the capability to interchange TMDs with another 2150 SYSTEM.

The load cell (50k or 200k) may be interchanged between the 2000

-SYSTEM, 2100 SYSTEM, and 2150 SYSTEM; however, mating a load cell with one system will reduce the amount of load cell span adj us tments.

The MOVATSl2150 SYSTEM has an additional piece of equipment Torque Switch Transducer, for measuring spring pack displacement.

This Torque Switch Transducer is only to be used with the MOVATS

-2150 SYSTEM.

Yarway Valve This list of torque valves should be used to tighten the packing gland bolt nuts.

This has been compiled based upon information received from the valve vendors.

The torque valves are defined as follows:

Nominal Torque:

Suggested nominal torque required to tighten the nut such that it does not cause leakage.

Maximum Torque:

Maximum allowable torque.

This value shall never be exceeded without further engineering evaluation.

The torque values indicated in above are for gate and globe valves.

Specific torque requirements are not required for butterfly and plug i

valves because these valves close and open on limit (not thrust) and

-packing gland load will not affect their operability.

However, this table may be used as guidelines when performing maintenance on these valves.
