Dear Mr. Keppler:
This letter constitutes Illinois Power (IP) Company's response to IE Bulletin 85-03, Item E which requires all holders of construction permits to submit the results of Item A, describe the program for accomplishing Items B through D, and include a schedule for the completion of these items. The results of Item A are enclosed as.
The program for accomplishing Items B through D is described in Attachment 2.
Illinois Power will complete all work required by Items B, C, D, and F of this Bulletin prior to exceeding 5%
power.

Attachmsnt 2 to U-600529 Valve Test Program The motor operated valve analysis test system (MOVATS) will diagnose and correct the following types of valve and operator degradations:
1.
Valve mechanical degradation 2.
Operator mechanical degradation 3.
Operator gear wear 4.
Motor electrical degradation 5.
Improperly set limit switches 6.
Improperly set torque switches 7.
Backseating conditions 8.
Torque switch relaxations 9.-
Unbalanced torque switches 10.

Inadequate thrust available to operate valve under accident conditions 12.
Excessive packing loads 13.
Improper operator lubricant To support the above program, the Nuclear Station Engineering Department compiled a list of all torque switch settings and thrust values required to seat and unseat the valves listed in Attachment 1 under design conditions. The normal and maximum torque switch settings were obtained from the torque switch calibration plate which is mounted in the operator's limit switch compartment. The thrust values were obtained from the valve vendors. The torque switches will be set to obtain the controlled thrust values during the Plant Staff (MOVATS) program. The bypass (limit) switches are set in accordance with CPS Operating Procedure 8451.02 "MOVATS Testing of Motor Operated Values", as follows:
In the opening direction, the switch is set to open at no less than 20% of the valve stroke, to insure the valve will unseat and overcome any initial P loads.
In the closing direction the limit switch is set to open at approximately 5% or one (1) second from the fully closed position, whichever is smaller.
In addition to the above diagnostic capabilities, this program also provides trending capabilities. Parameters such as motor current, cycle time, running loads, hammerblow peaks, and available load inertia will be recorded and will be available to determine long term degraded operator conditions. Valves will also be opened under the maximum differential pressure specified in Attachment 1.
Nuclear Station Engineering Department Instruction ME-6 " Control of Valve Torque Switch Settings list" will ensure proper switch settings are maintained for the life of the plant.
