This letter provides a supplement, in the form of a proposed License Condition, to our License Amendment Request Dated May 15,1997 which proposed changes to Section l
4.12 of the Prairie Island Technical Specifications that would allow the use of voltage-based steam generator tube repair criteria.
In response to discussions with the NRC Staff, Northern States Power Company proposes that the following commitment be issued as a condition to the Prairie Island Unit 1 and 2 Licenses:
NSP will assure that during the implementation of steam generator repairs utilizing the voltage based repair criteria, the total calculated primary to secondary side leakage from the faulted steam generator, under main steam line break conditions (outside containment and

upstream of the main steam isolation valves), will not exceed 1.42 gallons per minute (based on a reactor coolant system temperature of 578F).
A revised Safety Evaluation, Significant Hazards Determination and Environmental Assessment have not been submitted for the License Condition proposed by this supplement since those evaluations, as originally presented in the May 15,1997 License Amendment Request, continue to bound the proposed license amendment as revised by this supplement. The original evaluations are considered bounding because the proposed License Condition will impose more restrictive requirements on the
