Dear Mr. Powers:
This letter is to acknowledge receipt of your September 19,1997, correspondence (NUDOCS Accession No. 9709240373) requesting amendment of Facility Operating License and Defueled Technical Specifications (TAC # M99637): review and approval of changas to Defueled Site Emergency Plan (TAC # 996_88); and request for exemption from 10 CFR Part 50 requirements for emergency planning (TAC # 996,89). Also, provided in your _
correspondence was the BRP Training P.ogram for Certified Fuel Handlers (TAC # 996_90):
Post-Shutdown Decommissioning Activities Report (PSDAR), Revision 1: Defueled Offsite Dose Calculations Manual (DODCM); and, Plant Radiologica! Conditions Update (PRCU).
Based on our currant review schedule, we anticipate that it will require more than 60 days to complete our evaluation of your proposed amendment of BRP Facil;.y Operating License and Defueled Technical Specifications, in parallel with this review, however, the staff is reviewing your emergency planning exemption request and site emergency plan We acknowledge your request to complete the exemption request by December 1,1997.
Regarding the PSDAR, DODCM, and PRCU, no NRC staff reviews and approvals are planned or required for these documents. However, we will commence a review of your certified fuel handler training progra:n to support future fuel handling operations, unless you inform us otherwise.
Subsequent to the completion of our reviews, you will be notified of the results. Further, as you requested, we plan to meet with you and your staff on October 29,1997, at 1:00 p.m., here at NRC headquarters to provide our technical staff the opportunity to ask your staff questions regarding your submittals. This meeting will be open to public observation.
