ll ENCLOSURE-REQUEST FOR ADDITIONAL INFORMATION BIG ROCK POINT NUCLEAR PLANT DOCKET NO. 50-155 As stated in the amendment request, Section 111, Analysis of No Significant Hazards

. Consideration, paragraph (3), ."93 days after permanent cossation of operations, the spent fuel at BFiP will have decayed to the point where the added margin from this decay more than compentates for the removal of the containment as a safety fe~ ire, and allows relaxed controls for the cooling of the spent fuel pool." However, insufficient information was provided in your significant hazards analysis for the NRC staff to assess your conclusion that containment isolation can be removed from your technical specifications for fuel handling.

To assist in our evaluation, your staff provided us electronically a summary basis for the 93 day determination. This summary indicated that at 93-days after reactor shutdown, spent fuel heat load would be insufficient to raise SFP temperature above 150 degrees-Fahrenheit with a loss of SFP cooling. We have preliminarily ascertained that this' 150 degree value is based on, in part, maintaining the structural strength of the concrete as described in the BRP Systems Descriptions Manual, Chapter 9, " Fuel Pool Operation."

Therefore, we note your justification is based on maintaining concrete strength thereby i preventing a postulated spent fuel pool drain down accident. However, the safety analysis to remove the containment isolation feature should also consider other accidents that can result in offsite dose consequences.

Provide a narrative summary with supporting offsite dose values justifying why

the margin of safety does not significantly reduce,if containment isolation is removed at the 93rd day. This discussion and supporting technical data should

- demonstrate that your proposed changes (i.e., fuel handling without containment

Isolation) can not result in an accident whose consequences are significently

. greater than accidents previously evaluated.

2. Describe the snuctures, controls and containment support systems (such as ventilation and cooling, if those systems are credited in your analysla) that BRP plans to maintain (in the proposed technical specifications) fer spent fuel storage and for spent fuel nandling following the 93rd day. If no structures, controls, or support systems are credited in your analysis or planned, please state as such.
3. If not already provided, describe tvhat these " relaxed controls" for the cooling of the spent fuel pool will be.
