SUBJECT:
FERMI 2 - ACTIONS TO BE COMPLETED PRIOR TO AUTHORIZING OPERATION ABOVE 5% POWER Recent telephone communications with Detroit Edison Company senior management indicates the licensee expects to be ready to request operation of the Femi 2 reactor above 5% power by mid-December.
I was told that the EQ modification work has been completed, the fire shutdown panel has been installed, and the major remaining work involves installation of the new feedwater pump, diagnosis and repair of the diesel generator which failed on November 13, 1985, and repair of the turbine steam bypass piping. As I see it, the following work remains to be done prior to authorizing operation above 5%
power:
1.
Inspection by Region RIII of the outage wurx and the licensee's actions to improve their operating performance.
2.
Demonstration by the licensee that it has currected earlier operational shortcomings by successful operation of the plant at power levels E s%
power.
3.
Resolution of the recently identified diesel generator problem.
(We should not pemit restart of the plant without all diesel generators beingoperable.)
4.
Inspection of the concerns raised by a member of the Monroe County Board of Comissioners.
5.
A comitted-to briefing of the Monroe County Board of Comissioners (public meeting).
6.
Completion of the investigations by 01 and OIA concerning the premature criticality event, a detennination of the actions to be taken by NRC relative to that event, and an Information Paper to the Comission describing the actions taken by NRC.

Released low level activity water to pit /birm. No plans to repair during present outage.
Remote Shutdown (3-L)
Cable separation / backup power supply Panel issues. Licensee's proposed actions need to be reviewed and accepted by NRR.
Environmental Qualifications / -
Allegation on lack of review.
RIII Review inspected - No problems identified.
Seismic Review Allegation on lack of review. RIII continuing to inspect. Resolution expected by 1/17/86.
Initial review-no problems with hardware.
Concrete Embedment As-built loads greater than those assumed during initial design. Licensee has evaluated - no problems requiring modifications.
RIII inspection in progress.

The Office of Investigation is reviewing the licensee's actions surrounding the premature criticality event of July 1, 1985.
Current schedule is to present their final findings and recommendations to the Commission on January 27, 1986.
OIA Investigation:
The Office of Investigation and Audits is reviewing the NRC's actions surrounding the premature criticality event of July 1, 1985.
Monroe County Board The Monroe County Board of Commissioners has taken of Commissioners:
an active interest in the activities at Fermi 2.
Both the Region III Administrator and Deputy Division Director, Division of Reactor Projects have met with and briefed the Commissioners. A copy of Special Report 50-341/85040 was sent to County Board. Additional briefing to be conducted before plant exceeds 5% power,
